For very many years a, certain feel- ing has existed to Canada that there should be no contingency provided for by Her Majesty, Queen Victoria against possible war. The feeling, or rather discontent, in this direction, has always been froin personal motives by the individual rather than from a pure desire to benefit mankind, Human nature, in the majorityofcases, asserts itself and controls the individual, We have a case in point, that of James Howell, as far back as 1694, one of the moat pleasing writers, of his day. He was a scholar, changed his climate and diet, but not Ilia mind. Re received his edacatiou in Hereford and Oxford and spent it good portion of his clays in Holland, Flanders, France, Spain and Italy. Once Howell, while in Venice, wrote ;- "Though it be doubtful whether I carry about me the sauce body or no in all points that I had in England, I ata well assured I beat• still the same mind, and therein I verify the old verse: - "The air, but not the ailed, they change, Who in outlandish countries range." For eighteen years or more our town contemporary hits been living in itn "outlandish country," but with it change of Govern menehas notchanged his mind on military matters. Arid still the present Laurier Government is of his choice. James Howell's words are a sttiking illustration. The writ- er is aware that as far back as 1881 the New Era editorially spoke disrespect- fully of the Canadian Militia and itdvo- cated its abolition, so that we have the proof that tine mind of the writerof that paper has not chauged even In the year A. D. 1897. And we need not refvr an- terior to give further proof to show that such. treasonable utterances as voiced by our cotem. later in 1897 are a recantation now any more than we could believe the Indian fly to be a fox, or China birds to be as big as horses, or mice to be its big its monkeys, or to be- lieve the tale of the ancient traveller wh,oQreported that he had seen it cab- bage under whose heaves a whole regi- ment of trained soldiers were sheltered from it shower of rain Such writers do not change their minds, although their writings may he enwrapped in false and insecure beliefs. That, our Militia could possibly be abolished at tht. present, tine is folly to argue, That the Militia will ever cease to the end of tithe is hard to say, and if we take His Lurdship the Bishop of Huron's sermon in Clinton last Sun- da night, as a criterion neither can we atfoidto depend on our totem's at- gument; nor even if we go back to the sixteenth century and find such it noble and good ratan as John Earle "whom Goch bad blessed with rnore innocent wisdom, more sanctified leavniug, or a more pious, peaceable, primitive tem- per," and who was chaplain and tutor to Prince Charles and went into exile during the Civil War after being de- prived. of his whole property for his adherence to the royal cause. Or later still, in 1713, when we find a portion of Canada ceded to Great Britain. The British Militia was the cause of the power which was crowned with suc- cess. And the same Military Power and Victory follows down througli succeeding years tip to the present time; To be brief, we might merely mention the historical Cornwallis as he sailed rip Chebucto Bay on that bright June morning -a century and a halt since -and reached what is now known as the capital of the Acadia of the French regime. As a result of the Militia it foriiis to -day the one impor- tant, distinctive, inseparable and con- necting link between this and the Motherland. There, once, was the re- sidence of the revered Dnke of Kent, father of Queen Victoria, and to -day the distiuctive feature of the city is its military and naval character. Here the British Government maintains it standing army. Should these loyal "jolly tars" and loyal "blue jacke.Ls"- tfre defenders of Canada and the British Ernpire-disband?
