The London Eng , Dail•y Mail has a sppecial correspondent in Canada, Mr. • 13eelcles Willson, who is making it tour of the country, and writing letters daily to. his paper. His observations while at Ottawa are peculiarly inter- esting and accurate, as the following extract frorn a recently published let- ter shows: -"Since the new Laurier Ministry has come into power there i:r a cry from a certain section of the Liberal party, from Cape Breton to Esquimalt, to `turn the rascals out,' toJitpply the 'axe' to the employes of the Civil Service; a cry for officersand boodle' ; and to lend weight to their tlleinanels the office -seekers have them selves corse to Ottawa to see the Ministry.
