An affair which has caused much talk

of Xenia and near Dayton and Springfield,

Having given this sketch of the bishop,
the following testimonial from him will be

"In April, 1894, while on my way home
from Philadelphia I caught a 'very severe
cold which soon developed into rheumatism.

sleep by night. About the first of June I

The long -expected report of the commis -
stoners appointed to investigate the affairs
of the Kingston Penitentiary was laid on
the table of the House on Monday after-
noon. The oommissionere find that there
has been the grossest mismanagement of
this large public institution, and recom-
mend that the services of James H. Met-
calfe, warden; Wm. Sullivan, deputy -war-
den; Patrick O'Donnell, store -keeper, and
N. P. Wood, assistant store -keeper, be dis-
pensed with: that Jas. Delvin, the engineer,
and James C. Weir. the steward, be sum-
marily dismissed, and that Dr. Strange,
the present surgeon, be retired on account
of age. There were a large number of oth-
er recommendations, calculated to establish
discipline, reduce the cost, and, restore
good order in the institute.
SCURFY HEAD.

ed through the groes neglect, if not the con-
nivance of officials.

Stores have been recklessly wasted, ma-
chinery has been sold to friends of officials
at ruinously low prices; stores, machinery.

moval from office of Warden Metcalfe, De-
puty Warden Sullivan, Storekeeper P. O'-
Donnell, Deputy Storekeeper N. P. Wood,
and J. S, Weir, Steward.
The commiaeionere, to mark their opin-
ions of the methods pursued by Engineer
J. Delvin, in the purchase of anpplios, rec-
ommend that he be summarily dismissed.
It is advised that the early retirement of
Dr. Strange, the prison surgeon, would be
in the'interest of the Inetituticn, on 50 -
count of his advanced age.
It ie stated that Chief Guard Hughes is
a zealous, active and intelligent officer, but
in view of the friction in the prison between
the officers, it is suggeste l that he be trans-
ferred to some other institution.

Mrs Lee Turner of Scott county, Va.,
gave birth to two boys and two girls Fri•
day, and all are well developed. The fath-
er is a miner and the mother barely 21
years of age.
In the scboole of Ontario, which are ao

Michigan, the text -books are uniform. It
has been d.emonetrated that the schools
have profited by reason of this uniformity.
