The long -expected report of the commis - stoners appointed to investigate the affairs of the Kingston Penitentiary was laid on the table of the House on Monday after- noon. The oommissionere find that there has been the grossest mismanagement of this large public institution, and recom- mend that the services of James H. Met- calfe, warden; Wm. Sullivan, deputy -war- den; Patrick O'Donnell, store -keeper, and N. P. Wood, assistant store -keeper, be dis- pensed with: that Jas. Delvin, the engineer, and James C. Weir. the steward, be sum- marily dismissed, and that Dr. Strange, the present surgeon, be retired on account of age. There were a large number of oth- er recommendations, calculated to establish discipline, reduce the cost, and, restore good order in the institute. SCURFY HEAD.
