VNOONSTITU'TONAL GIBSON.
Hou. J. M. Oilmen proposes to amend
the Municipal Act so that in order to go
into municipal trading it will be neces-
sary for a municipality to secure a two-
thirds vote of the council and also the
consent of the attorney -general. This
means that in ease of a coal hold up,
such as we experienced last winter, if
Blyth wished to go into the coal end
wood business the village would first
hero to obtain the consent of 9Ir. llib-

to go to Mr, Gibson? Why not give
tie a law as to when and under what
conditions a municipality may 8140We

LIBERAL ANXIETY'.
The 'Toronto World of 'Tuesday last
contained the following:—'Phe political
atmosphere seems to be disturbed by the
approach of the report of the commis -
stoners on the Gainey -Stratton charges.
The friends of the government do not
feel confident of the result, and there
has been a certain change in the tone of
the Globe. Severe! persons have said
to the World that the report would be
unfavorable to Stratton, and, possibly,
to Gainey, also. The principal anxiety
of the Liberals is as to ti.e position of
Mr, Rose. He is virtually the only
man in the cabinet who has any politi-
cal ambitions, and it is probable that
ne would prefer to @soups to Ottawa, if
he could be extricated from the Ontario
tangle without discredit. In the Domi-
syigt, ministry he would have compara-
tively little anxiety, and plenty of op-
portunity to exercise his powers of
oratory on federal and imperial ques-
tions, Just how the federal ministers,
eepoeially Sir Wm. Mulock, would re-
gard his transfer to their field of activ-
ity, le another question. A finding un-
favorable to Stratton would enable the
Liberals to throw him overboard, and
Pave the way for Mr, Ross' removal to
Ottawa. This would probably mean
the break-up of the Ontario govern-
ment: but some Liberals feet that it is
i 3300sible to hold both, and that it is
better to try to slake sure of the or•
gauigation that is now the stronger,
The Goderich Star is informed that
the two gentlemen who were in that
town—one a resident farmer of Huron
and the other a'Toronto lawyer--oan-
veeeing for a stock proposition, were
representing the now famous John
Dryden Dakota ranch. They promised,
it is said, a 4u per cent investment, and
succeeded in getting several subscrip-
tions for stock. If the minister of
agriculture for Ontario is thus giving
hie farmer friends throughout this pro-
vince an opportunity to earn 40 per cent
on their money, he is generous indeed,
though some people have said he is not
patriotic. But the Star pertinently
asks, if the proposition is such a good
one, is there need of canvassing the
sidelines anti concaesions of Ontario to
get its stock taken up,
