starts when the people finally learn
this lesson. Some learn it at the start,
and the town grows rapidly and con-
tinuously. Others exist for years be-
fore they learn why they do not go
forward more rapidly.
Goderich would today in all pro-
bability be a city of 50,000 people if _
its citizens had taken the bit in their
mouths and worked month in and
month out and year in and year out -
for growth and progress.
The same opportunity exists today.
Statistics in both the United States and
Canada show that pore industries,
especially branch industries, are being
located in new communities than ever
before in their history. The old in-
dustrial centers cannot house their
employees and haven't time to build
new houses. They cant provide build-
ings for new indu•srtes. They must
expand by establishing branch factor -I

secure industries, we may wait a year
or two too long.
In fact now is the opportune time
for us to make our greatest effort.
Failure to do so now will portend
failure later on.
Let us ail take the broadest possible
view of this great effort. We may
not all agree that It is the best time ;
we may not all agree with the meth-
ods ; we May not all have the same
