recommended that no action be taken
in the matter of the petition et the

Guttridge, of Soaforth, for ruble con-
crete, at 55 a cubic yard, and that
of the Steeliest Bridge Co, at 51,394
for the iron work, be accepted. Tho
report was adopted.
SPECIAL COMMITTEE.

reference to the motion of Messrs.
Torrance and Connolly asking that
the legislature be memoraltzed to
amend the Municipal act so that
mnnielpal councils could bo elected
for two years instead of one, to run
concurrent with county council

as to more effectual cattle guards on
the railways, recommended that the

commended no action. In reference
to the petitions asking for an in-
crease in the hawker's lieeflco; re-
commended that the same be in.

By-law No. 13, 1899, of the
Corporation of the Village
of Blyth, for the construction
of Sidewalks and Sewers as
Local I mprov'ernents.
Whereas, power is given by the
Municipal Act to the council of any
incorporated village to provide by by-
law, passed with the assent of the
electors, according to the provisions of
the said Aot, that all further expendt-
tures in the Mnoicipalityof the Village
of Blyth, for the construction of side-
walks and sewers shall be by special
assessment on the property benefitted
and not exempt -by law from assess -
went; and. whereto, it is expedient to
pass a by-law of the village of Blyth
for the purposes aforesaid. Be it there.
fore enacted by the couneil of the Vil-
lage of Blyth, and it is hereby enact-
ed: -
1st -That all further expenditures in
the Village of Blyth In connection with
the construction of sidewalks or
sewers, shell be by special assesement
on the properties benefited and not.

manner provided for in the Municipal
Act.
2nd -That the foregoing section of
this bylaw shall take effect on and
from the let day of June, 1900, end

take effect immediately.
