The special committee reported in reference to the motion of Messrs. Torrance and Connolly asking that the legislature be memoraltzed to amend the Municipal act so that mnnielpal councils could bo elected for two years instead of one, to run concurrent with county council terms, Recommended that the same - be passed and advised that a copy be forwarded to the member. ot the legislature. In the matter of circu- lar from Galt asking for endorsatton as to more effectual cattle guards on the railways, recommended that the council endorse the memorial. In reference to the petitions asking for an in- crease in the hawker's lieeflco; re- commended that the same be in. creased $25, and that the law be better enforccdd'. The report was adopted. ' EXSCUTIVE oomerr4BE. The uxecgtive Mmmitte'b reported, recommending, fn reference to mo- tion of Messrs. Cook and Miller, and the amendment by Messrs. Recommended that the usual grants of $25 to the farmers' institutes ;$15 to the public libraries ; and $30 to the agricultural societies, be made. Recommended that the clerk subscribe for copies of the Municipal World for each member of the council and the clerk and treas. urer. Recommended that a grant of tis be made to the Ontario Rife mike elation ; $200 to the Canadian Patli• otic Fund association; and $10 to the Prisoners' Aid association. In reference to Lenton, committed to the industrial school, the county was liable for his maintenance in the same at $1.50 per week. Whereas, power is given by the Municipal Act to the council of any incorporated village to provide by by- law, passed with the assent of the electors, according to the provisions of the said Aot, that all further expendt- tures in the Mnoicipalityof the Village of Blyth, for the construction of side- walks and sewers shall be by special assessment on the property benefitted and not exempt -by law from assess - went; and. whereto, it is expedient to pass a by-law of the village of Blyth for the purposes aforesaid.
