A proposed" expenditure of $45,000,- 000, a deficit of $8,000,000, and a new loan of $6.000,000, are niee beginnings of the reign of economy. Mr. Fielding, who is doing all this, was Premier of Nova Scotia from 1::1 to 1890. He raised the expenditure of that province from $550,000 to $831,000, and the debt from $1,000,000 to $3,346,000 during that per iod. Mr. Laurier knew of Mr. Fielding's financial peculiarities when he brought him to Ottawa. The ex I ra sesslon of Parliament, made necessary by the obstruetive tactieS of the Grit party during the last regular session is oyer and the country, the business of which is now where it should have been at the close of the last regular session, is 8400.000 out Of pocket, by reason of ,Grit obstruction. That is stroke of economy number 1, The government has raised the con- trollers to full power as members of the cabinet, with full cabinet minis ter's pay. Stroke of economy number 2. The estimates, under Tory rule for 1895-6, amounted to $37,832,363. The estimates for 1890-7, under Grit rude, amounted to $39,763,259. Increase in round numbers $2,000,000. Stroke of economy number 3. The estimated expenditure on capi- tal account, last year, was $3,936,220: and for this year, $4,498,091--ar in- crease of $501,871. Stroke of economy number 4. The deficit will be $8,000,000. Stroke of economy number 5. To offset this wonderful showing of economy on the part of the new Grit government, Mr. Fielding asserted that the estimates were necessary in order to carry out the engagements of the late government. But he was able to point out but one itern of an unus- ual nature which the late government had saddled upon 1 he new government. That was the item for the better arm- ing of the militia, an item in which Mr. Laurier and the then opposition heartily concurred. The howlers for economy start off with a capital exhibition of the differ- ence between governing a country from the opposition benches, and the actual governing of the country. The "burdens of the people" have been "lightened" in one short special ses- sion of six weeks, by the addition of eight million dollars of debt. And now comes the tug of war. "The strongest government Canada ever saw" will now engage in the work of so tinkering the tariff that the stove maker will get more for his stoves,and the stove man will pay less for his stoves; that all the manufacturers will be able to do better for themselves, and all the consumers will he able to import cheap, pauper -made goods free from duty ; so that the manufacturer of agricultural implements will be able to get his iron in free, and the Cana- dian smelter will be able to get a big- ger price for his outfit. It is no small task, and will require the "hest consideration" of even the "strongest government Canada ever saw" to get the thing to work nicely. Besides the tariff question there is the school question. That will take up any spare time the statesman may have during vacation, That, too, is to be a wonderful piece of legislation, for the thing is to be so arranged that it will be perfectly satisfactory to every- body. A despatch from Dugald, Man., says -"Victor Austrom, a member of it threshing outfit, slipped from a straw stack Wednesday morning, and fell into the cylinder of the threshing Ma- chine. Wednesday morning the body of Miss Mary Grant, of Lancaster, Ont., drifted on shore at Macdonald park, Kingston, where she has been a resi- dent since last spring. The charge of arson preferred against, Postmaster Reid, of Langford, was heard before Judge Rohh. Mr. Reid was honorably acquitted. Christian Hanson, who is now in Parry Sound gaol under death sentence will escape execution. The Governor- General Wednesday signed the war- rant commuting the sentence into im- prisonment for life. William Phillips, of Windsor, Ont., who was duck shooting, left his broth- er Charles, aged twelve, sitting in their boat, and when he returned a few hours later, he found the lad dead.shot through the heart. THE NEWS -RECORD, Clinton. Skilful Surgery. A REMARKABLE CASE OF OPERATIVE S('Rt1ERY AT THE LONDON, ONT., ASYLUM. I)r•. R. M. Backe. Medical Superin- tendent of the London Asylum, com- municates to the press the following, which will be read with deep interest by the profession and public : "As I cru not myself either a surgeon or a practicing physician, it will be perhaps allowable to me to give you some ac- count of it remarkable case that has within the last few days come under my immediate notice. The case, in itself, is interesting, and much more so as illustrating the advance of oper- ative surgery in recent years. At fourP o'r)lock in the afternoon a report was brought to the Asylum that the only child of one of our employes, a fine, strong, previously healthy boy of seven months, was sick and in great pain. It was clear from the account that the child's condition was grave, in the extreme. We had the another bring the child at once to the Asylum. Drs. M. O. M. and H. had just t come down from the operating room, where they had been at work. They all saw the little patient. The symptoms pointed to obstructions of the bowel, and an examination tirade it certain that this existed, and without relief the child has not more than twenty• four hour, to live. I told the father and mother that no medical treat- ment could possibly give relief, that the child must, he operated on, and at once, or death was certain within a very short time. The shock to the un- fortunate parents Was, of course, great, but after a few minutes' thought, they saw the necessity of the step recommended and consented. The child was at once taken to the opera- ting room, stripped and laid on the table. The most complete aseptic precautions were taken. Dr. S. have chloroform, Dr. M. operated, assisted by Dr. C. M. and H. I kept my flnger on the child's pulse, listened to its respirations and closely watched every move of the operator. As soon as anesthesia was complete, the opera- tion was begun. The first stroke of the knife divided the skin for three inches, the second laid open the ab- dominal cavity. So well was the Rite of the operation chosen that not ten drops of blood was lost An examin- ation now showed invagination of some six inches of the ciletlm into • about three inches of the colon. The condition was as if part of the finger of a glove should he drawn into the other parts. But the walls being com- paratively thick in proportion to cali- bre receiving bowel (unlike the glove finger) was filled and stuffed like a sausage. So firm and solid indeed was the inpaction that it was almost impossible for the operators to with- draw with their hands the one fold of the intestine from the other fold. This was, however, finally accomplish- ed. When all was set right the parts which had been moved arid rest to osit.ion, etc., the opening in e abdomen was closed with sutures, the wound dressed and the child put to bed. Now began in the inmost citadel of the heroic little fellow's city of ex- istence a mortal—literally a life and death struggle. Before the shock of the terrible operation, added to that of his previous severe suffering, his little life hent like a twig before a hurricane. His temperature rapidly t ose to over 103, his pulse to over 200. For about twenty hours neither sleep nor rest was possible. He was, how- ever, watched and nursed as closely el and aretully as if he had been the son of the (tzar of all the Russians, for all our nurses were deeply interested in the little chap's fate, and by the even- ing of the next day (that is, in twenty- four hours after the operation) he be- gan to rally. In twelve hours more both pulse and temperature were normal, and though still weak, the little fellow was to all intents and purposes well. The next day he crowed, talked, kicked and played like any well child of the same age. I will only say, in conclu- sion that the hooks show that twenty- five years ago the operation here des- crihed in outline would not hale been countenanced by the greatest sur- geons, and that had anyone been daring enough to attempt it and the patient had died (as most likely he would, asensis not being understood then as now,) he would have been liable to -a prosecution for man- slaughter."
