disturbed lest the price of wheat in
Canada should dot during this crop
year exceed the price of wheat in the
United States by the amount of the
duty, 15 cents a bush"el. Query : How
long would it take a free trade tariff to
increase the price of wheat in Canada?
The Curse of New Text Books.

Those who carted their old books to
school yesterday had to cart them
home again and get the new publica-
tions. It costs a lot of money to do it,
but the hooks must be had and every
boy or girl must have a splattering of
Latin, Greek and "higher" education.
Is it not about trine this ridiculous
book changing business was stopped?
Parents have to heep their children
home because our educational "sys-
tem" demands a constant drain on the
pocket for new books, when the old
texts are piled away in a closet, half
worn and half read. The business is
getting worse and worse as each as-
piring author turns from the class
room a new compilation of Latin nouns
and verbs, or an alleged improvement
on the grammars, histories, arithme-
tics and mathematical authorities used
in the common schot.:-, when a pupil
received a better arid more practical
education than is given in tk'e Colle-
giate institutes of to -day.

The trouble is primarily due to the
government of Ontario. The Ontario
education act provides that school
teachers in this province roust be pro-
perly qualified to teach by having
passed suitable examinations. The
Christian Brothers do not pass these
examinations. They are not qualified
by law. For this the Ontario Govern-
ment is to blame. 'When charged
with tolerating non -certificated teach-
ers, the government has taken refuge
behind the wretched excuse that the
education act permits as teachers in
the separate schools all who were
actually engaged in teaching at the
time of confederation, and although
most of those who were engaged per-
sonally in teaching at the time of
confederation are dead, the govern-
ment permits new incompetents to
start teaching under the plea that in
the case of the Christian Brothers the
act implies not to individuals but to
the order as a whole. So, the order
having been engaged in teaching 30
years ago, can, according to the Mo-
wat government, go on legally doing
mischief in the schools to all eternity
without any regard for the qualifica-
tions as teachers which all other
persons in the province must prove if
they desire to teach. Separate school
supporters are naturally anxious not
to show any discourtesy to any order
of the church, and in the case of the
Brothers refrain from making some of
the complaints in which public school
supporters would readily indulge if
they were dissatisfied with teachers.
But we are sure that nine separate
school ratepayers out of ten privately
would be well pleased if the govern-
ment of the province required a proper
qualification by certificates in all sep-
arate school teachers, as it does in all
those of the public schools.

tion, because some Christian Brothers

event, must be permitted to teach
school now. He might as well claim
that because old Roman Catholic soldi-
ers with wooden legs taught school at
confederation -and taught them better
than the Christian Brothers now teach
-old Roman Catholic soldiers with
wooden legs must be permitted to teach
school to all eternity ! There is noth-
ing in the British North America act
to warrant the 1iowat interpretation
of the law.

The eastern portion, which is divided
off by a partition of wire netting. is
devoted to nests for setting hens, a
place for tools, etc. Extending along
half of the south side are the roosts,
shown in Fig. 2. A platform 6 feet
wide elevated about 2 feet above the
ground, extends' under all the roosts.
This Is to be covered with sand, dust,
or moss litter to catch the droppings.

The nest boxes may be arranged under
the platform. Between the roosts and
the partition of the adjoining apart-
ment is an open space the full width of
the house, in which are kept feed
troughs, water dish and dust baths.
The entrance -door is at the northeast
corner. Such a house will cost about
$60.
FARM NOTES.
Flat turnips may be sown in July,
but the seed bed should be mellow, fer-
tile and clean to insure a profitable
crop. Sow preferably just before or af-
ter a rain, and virgin land recently
cleared is the best.
Lime, strictly speaking, is not a ma-
nure. It is almost alway beneficial on
both clay and sandy lands, but whether
the benefit will equal the cost can only
be determined by trial. It usually acts
very energetically on heavy lands full
of vegetable matter, making them more
friable and setting free large quanti-
ties of plant food which before the ap-
plication were dormant.
Those who grow orchard grass should
remember that it needs to be cut early.
If cut just as the stem is forming and
before it becomes hardened, orchard
grass will sprout readily, and may be
cut several times in a season. It will
also thicken under this treatment and
cover vacant spaces in the soil. The
seed should always be sown with some
kind of clover, which will furnish nutri-
ment for it after the clover has died
out.
It is almost Impossible without plenty
Of ice to maintain quality of butter at
this time of year. The grass does not
have the freshness It did in June, and
all the dairy utensils require frequent
washing to keep them sweet. Much
also depends on ,having a cool cellar,
but one also well lighted and white-
washed. The ventilators should be left
open at night and early in the morn-
ing, but kept closed during the hottest
part of the day. There is a loud call
cn any farm where summer butter is
made for an ice house. It will enable
the housewife to make butter firm in
texture, and that will bring the best
price in any market, which Is what
every butter maker should try for,
It is hardly possible to plow too early
for wheat, and the sooner this is done
after the field to be sown is ready for
the plow the better for the crop If
proper attention is given to it. Plow as
soon as possible and harrow as fast as
plowed,no mater how hard and dry the
soil is. Usually early plowed land can
be harrowed effectively better than
that which lays to the sun until Aug-
ust or the first of September. After a
field is plowed it should be harrowed at
intervals as the weeds start, and this
will make a seed bed that is just what
wheat needs. We once knew an old
gentleman whose'rule in harrowing was
to harrow twice as much as necessary,
and then all the time that could be
given to it afterward, and he hardly
ever failed of a crop of wheat or oats.
In riding through country districts,
It is quite common to find places where
the last spring mud -holes have been
patched up by throwing in one or two
Yoads of stone with a load of gravel
on top to make a smoother surface.
Such misuse of labor and material
Mows how little progress the science of
good road making has as yet made.
Loose stone are sure to sink Into the
mud when wet weather comes. It is
only by arranging stone as a drain and
leaving an outlet for surplus water that
any permanent good can be done. The
mud -hole may be patched in this way
for years and leave the road no better,
but rather the worse. In just the pro-
portion that the stone on the surface
operate's as a drain it allows the frost
to penetrate and make the mud -hole
deeper, and the stone tilted every way
by frost makes the traveling worse,
both for horse and vehicle. An under -
drain sunk at least to a depth of three
feet below the surface, with a good out-
let, with three or four inches of gravel
on the surface will always make a solid
road -bed at all seasons of the year.

The body of Alex. T. Douglas, store-
keeper for Davidson & Hay, Toronto,
who was one of the 21 who lost their
lives by the burning of that firm's
steamer, the Fraser, on Lake Nipissin,g
on September 7, 1893, was found by
John Couchin, an Indian, on Saturday
on the north shorn of the lake, 5i miles
west of North Bay, Ont. It was nude,
but well preserved. That the body had
been lying in 60 feet of water, and pos-
sibly a muddy bottom, seems the only
way of accounting for its preservation
for so long a time and the recent thund-
er-storms_are thought to be the cause
of its coming to the surface. The
bodies of 15 of the 21 victims had pre-
viously been found, nearly all within a
year after the occurrence.
