We find that the Right Hon. Joseph
Chamberlain, who ought to know
something about the state ,of public
opinion in England, does not., like
some Conadiarl free traders, Laugh at
the idea of their being protectionists in
Englund. On the contrary, he admits
that there are men in England who
have come to the conclusion that free
trade -is a failure even in Great Britain,
and he believes that the opinions of
these British protectionists are entitled
to consideration. This is what he said
on the subjects
"1 find that there are a number of pen
ple who. under the present condition of
trade, are corning to the conclusion
that, our free trade policy has been a
failure, and who would, therefore, be
ready to go back in the direction of
protection. This opinion is not, to he
treated lightly. It ought to be care-
fully considered."
Mr. Chamberlain, it is true, goes on
to show why he believesthat free trade
is .the hest policy for Great Britain.
1 -Ie does not reason from abstract prin-
ciples. He does not lay down the law
that free trade is the best policy possi-
ble for all nations under every variety

The results of protection have been
so favorable that the protective prin-
ciple has taken a deep hold on the
minds of the Chileans. Protectionist
clubs have been formed everywhere,
and the leading newspapers are strong
advocates of the cause.

MR. BLUE VS. SIR RICHARD.
Whenever the farming interest is bit
by a fall in prices those engaged in
agriculture are prone to believe the
statements of cunning politicians who
may think to advance their cause by
evil prophecies. There have been no
greater sinners of this kind than Sir
Richard Cartwriuht and Hon. Mr.
Laurier. Sir Richard has boldly stated
that the fanners have suffered a loss
in round numbers of $200,000,000, in
the last decade, and Mr. Laurier gives
as his opinion that the fauns of Ontario
a e in the same period depreciated In
'value 'by 25 per cent. Both these
assertions are directly contradicted Ly,
the statistics of the Mowat Govern-
ment. A return of the municipal
assessments for the ton years between
1881 and 1891 issued from Mr. Blue's
Department last year, shows that
there were in this Province in 1881
20,657,000 acres of land assessed for
taxation, and of the value of $383,795,-
000, or about eighteen dollars an acre.
From that year there was a gradual
increase in value. In 1882 it went, up
six millions of dollar's, and by 1884 an
increase of twelve millions was record-
ed. In 1802 there were 32,885,000 acres
of the assessed value of $448,566,000, or
an increase of $1.50 per acre over 1881.
Thus Mr. Blue furnishes an effective
answer to the disparaging assertions of
the Grit leaders in the House of
Commons.

his arguments are arguments of expedi-
ency. Inshort, it is evident from the tone
of Mr. Chamberlain's speech that if he
lived ina country in which the conditions
are different from those of Great Brit-
ain, he would have no hesitation in
adopting a policy very different from
the one which now obtains in that
country. Some of the most zealous
protectionists in Canada are English-
men, Scotchnien and Irishmen who
when at home were staunch free
traders. When they came to Canada
they found that they as busi-
ness seen were under very differ-
ent conditions, and they lost no time
in adopting a trade policy which in
their opinion was beet suited to those
conditions. France and the United
States -have grown rich and powerful
under the protective system. It is
very doubtful if they would be as rich
and as powerful as they are to -day if
they had adopted a free trade policy.
Neither of them was ever in a position
to ecrnpete in trade and manufactures
with Great Britain on even terms, for
the simple reason that they have not
possessed the facilities that Great Bri-
tain has had at command. But we see
that in the opinion of Englishmen
whose views are, according to Mr.
Chamberlain, worthy of respect, Great
Britain can no longer in justice to one
of its greatest industries -if not
the very greatest -that of agriculture,
he in a position to continue its policy
of unrestricted free trade. If this is
really the case, the protectionist party
will continue to grow in Great
Britain and will find leaders as able as
either Mr. Chamberlain or Mr. Bal-
four.

issue of the Week outlines the reasons
why general support should be given
towards fitly celehratiug the 400th an-
niversary of Cabot's discovery of'tan-
atda, Among other features would he
the erection of a monument upon Cape
Breton, the point first trod by the early
explorer, a naval procession through
the St. Lawrence River and gulf past
the various historic towns, and thence
northward by the Ottawa to the Great
Lakes, as traversed first by Champlain,
and a lnonster international historical
exhibition, comprehending pictures,
relics and tableaux to represent civi-
lization's progress since the day of
Cabot, to he held in the Parliament
Buildings and University Buildings,
Queen's Park, Toronto, in the summer
and autumn of 1837. A Canadian In-
stitute committee is pushing the pro-
position industriously.
The recent experience of the Re-
public of Chile is another vindication
of the principle of protection. In a
series of articles in the Engineering
Magazine, setting forth the resources
of that and other South American
countries, Courtney De Kalb says that
since the revolution of 1890-91 Chile has

The programme of the ceremonies in
connection with the unveiling of the
Lundy's Lane monument has not yet
been definitely arranged. The Hon.
W. H. Montague, Secretary of State,
will represent the Dominion Govern-
ment, and the Hon. Richard Har-
court, the Hon. Senator Ferguson,
Dr. Oronhyatekha, James A. Lowell.
M. P., and William German, M. P. P.,
are expected to deliver orations. A
circular which has been sent to the
pupils of all high schools and collegi-
ate institutes in Ontario is arousing a
good deal of interest. It states that
"the Lundy's Lane Historical Sociely
offers a prize of $15 for the hest and $10
for the second best essay or poem, on
the erection of a monument on the
battlefield of Lundy's Lane, to coni-

memorable night: The winning pa-
pers are to become the property of the
Society and to he read on the occasion
of the unveiling of the monument, on
July 25th, and are to comprise not
more than 10 pages of foolscap, or 00
lines of verse." Supt. James Wilson of

is secretary of the celebration commit-
tee and of the Lundy's Lane Histori-
cal Society, under whose auspices it is
