Its Streets Asphalted and Kept Clean
Even In the Poorest Quarts,
A foreigner corning to Berlin will bo
impres4ed almost at once by the excel-
lent streets, and further by the excel",
tional manner in which they aro taken
care of. Almost everywhere they are
asphalted, even where they are nar-
rowest, and not only in the middle of
the city, but far out into the suburbs.
This work has been done in the most
substantial manner. This department
of city affairs is intrusted to skilful offi-
cers, who perform their duty according
to the latest- scientific principles. lit
the center of the city a largo tract of
street is now bring torn up for new
horse car tracks, and it is an instructive
sight to see the fine scale upon which
the work is done. The foundation is at
least a toot in depth of tate hardest pos-
sible mixture of small stones and ce-
ment. Upon this by means of mon-
strous rollers and other machinery, is
placed the asphalt, which is not more
than half an inch in thickness, hut
which on account ot of the strong sub -
work, wears like the everlasting rock.
It seldom needs r 'pair, says The Phila-
delphia, Telegraph; it do"s not run away
in hot weather and does not rut under
the heaviest kind of traffic. This adds
materially, of course. to the beauty of
Berlin, and facilitates the work of
cleansing the streets, another d"part-
meut of municipal ndminstration which
is attended to in the most effectiv,1 man-
ner. Cleansers in uniform aro constant-
ly at work in all parts of the city, who
with broom and brush heap up the re -
hum before the curbs, to be hauled ori to
the city farms during the night, At in-
tervals tach day water carts are driven
over the streets, and boys follow after
with sluing 'es, which they propel by
long handles washing every particle of
filth away.
The excellent condition of the streets
of Berlin is one of the reasons why the
city has norrc of th.sn districts which
have come to be. called "slums." While
London and Paris, not to mention the
Italian and Spanish cities and some
cases nearer horns, suffer in a notable
manner from the congestion of the poor
at certain points whore they live crowd-
ed together under the most unhealthy
surroundings, this is not to any extent
true of Berlin. There are districts in the
east and north where the poor live
together, but in nothing like the
misery and squalor which ono will
find elsewhere. The streets, as
already rnmarleel, aro asphalted, and
they aro clean. They are nearly every-
where wide. There are none of those
little dark alleys which exist in other
cities. The houses are well built and
sound. Ono could pass through these
districts time and again, and did ho
not see th'' children on the sidewalk
and the women with their heads out of
the windows it might scarcely occur to
him that he was among the poor people.
The fronts of the houses are of very
handaomii masonry, harmonious in
archil"cteirand in no important re-
spect different irons the houses in many
wealthier sections of the city.

When a friend of mine married she

we live in country or city, whereby

We are apt to remark that women,
like water, find a level, forgetting the
places when they are dammed up and
kept in.
One of our sweet singers, when I Ask-

keeping cares, said, "I fasten my book
up over my flour barrel and when I can

while I think over it and commit it to
memory."
She was one of the most toil•burden-
ed women I ever knew, and yet many
a sweet song of Vers has sung itselt
around the world in hearts that has
been made lighter by its colnforing
hopelulness.

The age of marriage should be deter-
mined by the understanding of both
principals as to the nature of their

How do women fulfill the mission of
their lives, which, be it welcom • or un-
welcome, hits been divinely ordered ?
By a false and foolish sophistry and a
shallow prudery, it Is something too
often approached ith ignorance, conceal-

trained by mothers for wifehood aro kept
in ignorance of the real issue of their

an equipment, more or less, for all things
worldly and unworldly, but instruction

she bears her child ; uninformed and
often unthinkingly she rears him, as an
"aside" to some active motive in her

neglect no care of his physical well-
being, and yet be all unmindful of the
far-reaching issues she has in her keep-
ing: and, in the moulding of the plastic
stuff she has in her hand,,be indifferent
to the bents and imprints that are to
militate a°ainst her in the future.-

Preston Under the N. P.
PRESTON, ONT., Feb. 17. -Our citizens
are indignant at the attempts of The
Galt Reformer and Toronto Globe to
decry the town. These papers state
that the town has retrograded under the
National Policy, that there are many
out of work and in distress and that the
manufactures are stagnant. A mani
festo has been issued denying the false
hood. The manifesto says : "There is
no distress in the village ; our factories
employed more hands in 1894 than in
any year of Preston's history; there are
fewer men out of employment than usual
at this time of year and there are no
vacant houses in the village. Tho de-
posits ih our savings banks are the
largest of any similar -sized place in
Canada, and we have made more sub-
stantial financial increase during the
past 10 years than any town in On-
tario. We have also as large a per-
centage of our people employed as any
town or city in the Dominion. The
town now has 2000 population and since
1878 the population has increased 381}
per cent., and the assessed value of
property has increased over 90 per
cent."
The New Senator.
Hon. Joseph 0. Assenanit, the new
Senator from Prince Edward Island, is
of Acadian descent. He was born on
the Island in August, 1828, and has for
many years been a prominent figure in
Island politics. His home is at Wel-
lington Station, where he runs a large
store and does some farming. He has
been a member of the Provincial As-
sembly cont1 nous since 1967.
