There are certain articles t.icles that can not be produced in Canada, and must, he imported.. We might, en,nnerate tea, coffee, sugar, molasses, rice, all articles of general consumption. In 1878 there was entered for con- sumption in ('auada 11,019,231 pounds of tea (on which, by the way, the people paid 6 cents per pound duty). In 1893 there was entered 18,031,897 pounds of tea. in 1878 there was catered, for con- sumption in Canada 1,831,0N) pounds of coffee ; in 1893 no less than 3,591,139 pounds. In 1878 there wars entered for con- sumption in Canada 105,215,279 pounds of sugar of all kinds ; in 1893 no less than 253,779,331 pounds. In 1878 there was entered for con- sumption in Canada 8,366,992 pounds of rice ; in 1893 no less than 27,862,028 pounds. If trade is decreasing these figures (10 not show it. THE ENG LISII SYSTEM'. Hon. T. C. Patterson, at Dundas, said : Ile (air. La-urier) told you that he would never rest until every vestige of protection was swept from this country, and he had replaced it by what he chooses to style the British system of taxation. Now, what, is that system? To put it briefly, that system consists in the imposition of customs duties on 0, few articles which I might briefly enumerate on the fingers of one hand. They are : Ten, coffee, spirits, sugar, certain spices, and tobacco. These are the articles ulron which T:hglan I raises a revenue of $100,000,000 every year. i ask the yeomanry of Wentworth, do they want a tax placed upon their tea, their coffee and their sugar ? What becomes of the free breakfast table oar Liberal friends talk of giving you ? • In addition, there is in Great Britain a system of internal taxation. The fanner is taxed if he drives a one-horse or two -horse carriage, and for these he has to take out a license, which has to be paid for in adyance each year. The British farmer is required to take out a license for his clog, and if he owns a gun he has also • to pay a tax upon that.We have a rnul)icipal tax upon doge, hut, in addition to that, if we adopted the British system here you would have to pay a tax levied at Ottawa. Nut to proceed further in this memorable list of articles, I -aright say that almost everything is taxed in Great Britain. A men can scarcely follow any occupa- tion, such as conveyancing, commis- sion business, or aucticgheering, but he must have a Government license, and that is a direct tax upon the indi- vidual. Why, sir, it reminds me of the story told of Lady Carteret, wife of the Lord -Lieutenant of Ireland. She was talking one day to Dean Swift, and made use Gl' the observation ; "Mr. Dean, I find the climate of Ire- land very salubr ions." Iwrnediately the Dean went down ori his knees before the lady, and said : "For God's sake, madam, don't tell there that in England, or they will tax it." (Laugh- ter.) That is the system Mr. Laurier wishes to introduce into Canada. We object to that system ; we prefer indirect taxation. I. maintain that if the farmers of Canada choose to buy their articles in this country they can live almost without any taxation. You get your tea, coffee and sugar for your breakfast table free. Yon can get your tweeds and your cottons manufactured in Canada as cheaply as iu any country in the world ; for, as we f'or'etold when this policy was being argued out, competition has brought down the price. (Clieel s.) Mr. Laurier would wipe away every vestige of protection, and leave you naked to your enernies—to an hostile country, as Sir Oliver Mowat .styled the people of the United States. Mr. Laurier did not talk in that style in past years. Let. me read to you what the leader of the Opposition said upon the trade question when he was a member of the Local Legislature in Quebec. These are his words : "It is humiliating to have to adroit that after the existence of three hundred years this country is not able to supply its own wants. Although Nature has been marvellously prodical in her gifts, and has done so much to make this a manufacturing country, we are yet dependent on foreign countries. It is our duty to foster our national industries." Five years after- wards, when a member of the Macken- zie Government, he said : "It is asserted by many, and assumed by others, that Free Trade is a Liberal principle, and Protection a Conserva- tive policy. If I were in Great Britain I would be a free trader, but I am a Canadian born and a resident here, and I think that, we require protection. We have within ourselves the ability to create an industry. If it be shown that we cannot maintain it unless by legislation, either in the way of pre- mium or prohibitory tariff, then 1 should be ready to take that into consideration."
