Some divisions of the public service

lic money paid in salaries does not se-
cure half of the efficiency and service
that a business concern obtains for a

in the Ottawa estimates for the year,
the Department of the Privy Council,

on the hst, at a total cost of $33,855.
As was pointed out in the discussion
the amount paid and the number of
servants seem wildly extravagant com-
pared with the work performed. The
Bank of Montreal, we venture to say,

would get five times as much service

A final word concerning the causes of
baldness: The idea still prevails that it
is due to lack of ventilation of our hats,
and now -a -days most hat manufacturers
seek to set things right by filling their
hate with holes almost innumerable, not
only in both sides and the top, but under
the band, between the latter and the hat
itself. The writer formerly held this opin-
ion, but after the most thorough -going
szperiments in increasing the number
and site of the holes 1n his tile, till finally
these occupied the top, front and rear,
and on both sides, a large proportion of
the -space, he was forced to give up the
ventilation theory. It gave him no re-
lief. His ' t ght straW hat gave him almost
as mach trouble as his silk bat or derby,
see he wondered at this, while be held to

air very freely. But on lifting his hat,

company and made ready for the re-
turn trip. The American Line has a
laundry of its own in Jersey City.which is kept busy with the thousands
of pieces used on board the New York,
Paris, Berlin, and Chester.

Drunkenness In England.
In England, during one year for which
returns have been furnished, there were
142,725 convictions for drunkenness, of
which 111,178 were for offenses committed
between noon and midnight on Sundays.
This does not show that there was exces-
sive indulgence on Sabbath days more
than on others. In Wales the proportion
of Sunday convictions was still less,
numbering only 772 out of a total of 10,-
347. Compared with this return for the
whole of Wales, there is significance in
the fact that in the border county of
Monmouth, to which the Sunday closing
act does not apply, there were 110 convio-
tione for drunknnese on Sunday, against
