The expenditure of the Dominion is about $38,000,000: It is nonsense to talk about any material reduction in this. The chances are that as the years past by and as great areas of the country become =developed the expen- diture must increase. How how shall the revenue be raised to pay that ex- penditure? Let us see how it is raised at present. Our public works, our railroads, our canals, our post office income, and so forth, give, us about $0,000,000. Our inland reven- ue taxes are about $8,000,000. These two total $17,000,000, and that •leaves $21,000,000 to be raised by some other method. That $21,000,000 can only be raised by some system of taxation. Now there are two systems of taxation. One is direct taxation, such as is being adopt- ed by Mr. Peters, the Liberal premier of Prince Edward Island., who has put a tax annually upon every acre of land, a tax of from 1 to•Ficts. This system of taxation nobody has seriously propos- ed as a method of raising the revenue for the Dominion Treasury. Anybody who would propose it wotilcl not be in Parliament after he had submitted the proposal to his constituents. The other system, and the • system which ninety-nine out of every hun- dred people of the Dominion approve of, is the system of indirect taxation, namely, taxing the imports which are either luxuries or can he produced at home and whicl$ are brought from foreign countries for consumption here. This is .t tax which the farmer feels least of all. The articles with which he supplies his table, with the excep- tion of a little mustard, salt, pepper, and so forth, and tea, coffee and sugar, which are free, are all raised upon his ONn farm, and consequently upon thern he pays no tax. His fuel is taken a vast majority of cases from his wn forests and he pays no tax on at. His lumber with which he con- ructs his buildings is absolutely mi- xed.His cottons, his woollens, his ots and shoes are all made at home Canada and 11e ,is purchasing them cheeply as any consumer in the or•ld. But there is a class of people 10 under the system of indirect taxa - 11 do pay a large taxation. Take for instance Mr. Dalton Mc- rthy. He spends probably $8,00() or ,000 a year for living. Upon all these things Mr. Mc- rthy pays a big tax. The dog was destroyed, and last week Mr. Howe sued McBride for $200 damages because of the bite. One O'Neil, McBride's hired man, created some amusement when put in the box as a witness.
