The various committees of Scotch trad- ers,wholhave been in London, Eng., re- cently, seeking to have the embargo against Canadian cattle removed, have received a uniform answer from theBrit- ish. Board of Agriculture, namely, that the Board is awaiting assurances from Ottawa that the requirements of the Imperial Act of Parliament in regard to the matter have been complied with. Sir Charles Tupper assured the delega- tions that there was no reason for ex- cluding Canadian live cattle, and the gentlemen were satisfied with the assurances given by the High Commis- sioner for Canada. All the cities interest- ed in the live cattle trade now propose to unite in urging the removal of the embargo, and will take steps to conu- teract the opposition of the English farmers. ,THE REVISED DRILL. It has been decided by the Depart- ment of Muilitia to require the use hereafter. in the Canadian forces of the infantry drill as revised by Her Majesty's command in 1893. In plac- ing this book in the hands of the Mili- tia, General Herbert draws particular attention to the army order, dated the 1st of June, 1893, and particularly to the paragraph which lays down the necessity for precision in the early stages of the soldiers' instruction, viz., in the squad, section and company drill. The publication of a book. on manual, firing and bayonet exercises, with the order of guard mounting, has been authorized for the use of the Canadian militia. One copy will be issued to each battalion and company. The exercises described in the book roust be strictly adhered to -by all in- fantry units without exception. CURRENT TOPICS. Clarke Wallace, Controller of Customs, Ot- tawa, has, since assuming charge of that department, issued four volumes classifying the various articles, giving neatly arranged references to and extracts from statutes relating to cus- toms, besides rulings, decisions and re- ferences of service to the public at large. Mr. Wallace is an indefatigable worker, spending from 9 or 9.30 in the mornings until 11 and even midnight in his office. The greatest satisfaction is expressed by the business men of Canada with Mr. Wallace. Even though the rulings and decisions may be against them, yet the farts are made apparent in such kind and convinc- ing language that the justice of the Controller's course is clear. There is thus no chance for dissatisfaction. The wise selection of such a capable mall as Hon. Mr. Wallace marks the keen foresight of Canada's able Pre- mier, Sir John Thompson," The Globe once more tells the naughty temperance vote that it mustn't press for legislation this sea, sion or they "will be trifling with the courts." Sir Oliver wants to have a monopoly of the "trifling" on this question. The Toronto News announces that the provincial elections will be held on the 21st or 25th of June. It just so happens that the News is not of the secret chamber any more than is THE NEWS -RECORD. The writ for a new election is more likely to be issued immediately after the close of the session, probably eight weeks from this time. The Goderich Signal has for some time been on the rampage. It has dur- ing the past couple of years proven to its own satisfaction that the Minister of Militia is opposed to Protestantism, Romanism, Orangeism, ' P. P. Aism and all the other isms conceivable. Just now our erratic cotem. is en- deavoring to prove that the hon. gen- tleman is in favor of all isms in creation and the P. P. A. in particular. Our cotem. will be called down off the house top one of these days if it does not be more consistent and truthful. Mr. Moore, the treasurer of Whitby township, who absconded, as mention- ed in THE NEWS -RECORD recently and has now joined the Chicago ele- ments whom Mr. Stead has promised to humanize and reclaim, got a salary of $90 a year from the township, and furnished $10,000 in bonds. There are no fat fee -fed officials in the employ of the counties, and that is a sample of the salaries which will be paid when the sheriffs and registrars fall into their hands. It's just like Graeme, or he would not be a son of his father, M. C. Cameron, ex -M. P. of West Huron. We don't j ust know how the P. P. A. will survive the contempt of Malcolm Graerne Cameron, of Toronto, formerly of Goderich. N. W. Rowell's motion at the Young Liberals' meeting in the Queen city urging all good citizens to unite in stamping out the P. P. A. was discussed. M. G. Cameron was oppos- ed to disscussing the question at all. He finally moved in amendment that it was beneath the dignity of a club of honorable men to discuss a resolution referring to the P. P. A. M. 0. did not say whether or not he had been black- balled. PRESS OPINIONS. Noble, But Will They Do It. Carving Toronto up into small consti- tuencies for provincial purposes will be proof that the Mowat Government is superior in one point at least to all con- siderations of partisan advantage. Virtue, in such a case, must be its own reward, for the divided city will not show gratitude to its dividers by elect- ing one memher to support them. Whether the emuty demonstration of a lofty disregard for the spirit of party gain will compensate the Grits for the absence of a supporter from Toronto is a question that the government can de- cide. It is a question that ought to be decided in absolute freedom from the illusion that a constituency certain to elect a Grit can he carved out in Toron- to. -Toronto Telegrain.
