CANADA IS TFIE COUNTRY
The Financial Times, London, Eng.,
last Saturday says editorially that it is
satisfactory to hear that the Nova
Scotian Government can announce a
surplus. The Dominion also rejoices
in a substantial surplus revenue. Can-
ada seems to be the only part of the
world which is not keenly suffering
frons the -widespread depression of 1893.
The Pall Mall Gazzette expresses a
hope that the Imperial Parliament will
see its way clear to give support to the
.Canada -Australia cable project. The un-
dertaking will be a most deserving one.
In the meantime itis to be regretted that
Hon. Mackenzie Howell's Antipodean
mission runs the risk of being rendered
partially abortive by the doubt thatap-
pears to surround the execution of the
project of the Australian co'hrni os hold-
ing a conference with Canada.
CURRENT TOPICS.
Mr. Luxton's new Winnipeg paper
is to be called the Norwester. The
title is a revival. The pioneer paper of
the red River district bore the same
name, but perished in the throes of the
Riel rising in 1871.
The two things which must strike
the public most forcibly in connection
with the Port Credit murder are the
same as in the Birchall case. First
that the press is an infinintely better
agency for the detection of crime than
the police and the detectives combined,
In the next place that most murderers
are fools who wind the rope around
their own necks. Both facts afford
scope for long articles ; but they are so
patent to everybody that 'no elabora-
tion of then, is necessary.
Some people act as if they think that
it does not cost anything to put a line
of type in a newspaper regarding their
business and movements. It does how-
ever, and if for the benefit of an indi-
vidual, he should be willing to pay for
it. If no one else pays for it, the own-
er of the newspaper does. Space in a
newspaper is the owner's stock in trade.

Buffalo Express. -The Boston Herald
has published some statistics culled
from the Massachusetts census returns
which show that there are 38,284 Can-
adians resident in Boston.
This total includes all native-born
Canadians and French Canadians, and
does not, therefore, give a proper idea
of the exodus from Canada that has
been so much written about in the Can-
adian political newspapers. To separ-
ate those who have resided in Boston
many years from the new -comers is
not attempted by the statistician, and
there is, therefore, no manner of know-
ing how many Canadians have left
Canada.
The figures are interesting however.
Twenty per cent. of the whole number
are French-Canadians. * * * * *
There is an unhappy feature of the
given statistics that illustrates how
much better it is for those who
etre comfortably situated in Can-
ada to remain there than to
swell the struggling masses of their
countrymen in the large American
cities.
Of the 38,000 Canadians in Boston,
there are no less than 29,391 living in
the tenement districts, 12,735 of whom
are males and 16,656 females. The
principal occupations of these people
are as . follows : Factory hands, 0,841;
domestics, 4,008; trade and transporta-
tion (whatever that may include), 3,350;
Government and professional, 459;
laborers, 173. It may not be that so
great a proportion of the Canadians in
the other large cities of the United
States are living in the tenement dis-
tricts, but if such is the case of these
people, in all probability, would
have been much better off in rural
Canada.
LOCAL OPTION IN TAXATION.
A PETITION I8 IN CIRCULATION AShING
THE ONTARIO GOVERNMENT FOR
THIS PRIVILEGE.
The idea of giving municipalities a
greater latitude in the matter of taxa-
tion is being urged in various quarters,
and has been carried into law in some
Provinces of the Dominion, with good
results.
The matter is being taken up in the
Province of Ontario in an organized
way. A form of petition has been pre-
pared, asking the 'Ontario Government.
for Local Option in Taxation, A copy
of this is being sent to everymuni-
cipality, accompanied by a circular
which sets forth reasons in favor of
the petition. Following is an extract
from the circular :
"We believe there is a strong feeling
amongst the people that a man ought
not to have his taxes -increased because
he builds a house, or puts up a barn, or
plants an orchard or tries in other
ways to add to the wealth and pros-
perity of the country. Whilst on the
one hand those who improve their
farms are rewarded by (government
premiums, on the other hand they are
punished by an increase of taxation.
"Let us profit by the experience of
other British subjects in this ,natter.
"The colony of New Zealand has
within the last few years greatly re-
duce(' taxation on buildings and on
othet improvements ; and the result is
that the colony is now very prssperous,
having escaped the financial disasters
which overtook its neighbors the
colonies of Australia.
"The law of Manitoba expressly for-
bids the taxation of improvements on
farms and gardens, The Manitoba
farmers have found the benefit of this,
and would not go back to the old
system On any account. The only peo-
ple who object are the land specula-
tors.
"The ordinances of our North-west
Territories also forbid the taxation of
uiings, inprovernents or personal

Referring to Dr. Ryerson's letter on
Sir Oliver Mowat's nepotism the Hamil-
ton Herald asks if the luckly relatives
of the Premier do not serve the pro-
vince quite as efficiently as could any-
one else. The Toronto Mail mentions
this and in doing so says :-"Granting
that they do, there is another toes -
tion that may fairly be asked, and it is
this : Can the Premier serve the pro-
vince as efficiently as he would if he
had fewer family connections among
his officials P Take, for example, the
much denounced fee system. In re-
gard to it Sir Oliver appears to be un-
alteratively opposed to any real re-•
form. Sir Oliver, curiously enough,
has a near relative who profits enorm
ously by the discredited system he
"We desire in conclusion to call your
attention to the moderate character of
the petition we are asking your Council
to approve. It merely prays that
municipalities may have the option of
relieving improvments if they wish.
Surely Ontario should have the liberty
of trying a plan which has proved so
successful elsewhere."
