When less than two years ago Rev
A. H. Drumm, pastor of the Presbyte-
rian church at Avonton, suggested that
the building of a Sunday school room
was desirable, and added that he would
sotfer no objection if an auditorium
Were built above the school room, he
little thought that he would to -day be
preaching in what is one of the most
complete country churches in Perth

tion. The Presbyterian church at Av
onton.is made up of an offshoot from
the Stratford and Motherwell congre-
gations, and the first church, a frame
structure, was erected about thirty -
'seven yeitrs ago. The present pastor
is Rev A. H. Drumm, and the erection
of '. he handsome new church stands as
a fitting monuinent to his energy and
worth as a pastor. Mr Drumm is now
in the fourth year of his pastorate, and
in that short time the church has made
real substantial progress that must be
gratifying to himself as well as to the
congregation. When he took charge
there was a debt on the old church of
long standing and considerablepropor-
tions. That is now a thing of the past
and in its place is the new church,
which was dedicated to the service of
God yesterday. The church itself is
really a city structure in the country,
except perhaps in the matter of size.—

CQUNT) COMMISSIONER'S REPORT,
Mr Ansley referred to the recent fire
at Bluevale bridge. Duff & Stewart's
saw mill, situate about 30 feet from the
bridge, was burned; the wind was
blowing towards the bridge, which
would have been destroyed, had it not
been'for the exertions of a few, who at
considerable risk went into the river
to save the bridge, which they succeed-
ed in doing, and have since suffered
considerable from exposure. If the
bridge had been destroyed, it would
have meant a loss $300, and the parties
who saved it, think the council should
do something towards remunerating
therp. The council made arant of
$40. The improvements under con-
tract at the time of the June meeting,
and also the work arranged for at that
session have been done. We found it
necessary to erect several small bridges
that were not mentioned at your last
meeting. According to your instruc-
tions, I examined the "Gully" bridge,
situated in the township of Stephen,
and found it in verygood repair. It
does not appear to he on or across the
boundary of Stephen and Bosanquet,
nor on the lake shore road, but is situ-
ated op a road that runs parallel with
the river and in Stephen, The .follow-
ing are some of the bridges that should
be rebuilt early in 1895:—The Holmes -
vide bridge, the bridge on con. 9, How -
ick, and the Bluevale bridge. The two
latter will only require the superstruc-
ture, as the abutments are good enough
for the support of another bridge. The
Blyth bridge will require to be rebuilt
at an early date. I think this bridge
should be of, iron or steel, as the stone
.abutnet its are already there. It is a
small bridge, so the cost will not he
very great. It would be well to have
the tenders for three bridges ready to
be opened at the January meeting.
There will likely be several other
bridges to be rebuilt in 1895.

GAOLER'S REPORT.
All the repairs ordered at the June
meeting have been made. There are
25 ,prisoners in custody, 8 females and
17 males, Of the females 3 are insane,
all dangerous; they have been duly re-
ported, and are avaiting removal to
the asylum. Two are under sentence
for street walking, and 3 are commit-
ted as vagrants, viz:—Elizabeth Shep-
pard, Colborne township; Sarah Mc-
Kay, Goderich; Mary J. Donaldson,
McKillop; all committed by C. Seager,
Police Magistrate. Of the males 3 are
insane, one a bad case. All have been
examined' and reported. and are now
awaiting removal to the asylum. One
is under sentence for attempted rape,
and 13 are committed as vagrants, all
for 6 months except 3, and these are
for 2, 4 and 5 months, as follows: —W.
Ray, Ashfield; Rich. Burton, Colborne;
Moses Burling, Blyth; Geo. Constable.
Seaforth; Robt. Wallace, Tuckersrnith;
David White, Seaforth; C. Dulinage,

Ryan, Chatham, and Wm. King, Sea -
forth. Of the vagrants 8 are totally
unable to earn a living. Their ages
run from 59 to 35 years. I may here,
state that in 1893 we had only 11 pris-
oners in custody, while we now have
25, and in the month of October this
year we had a daily average of I5. In
Nov. the average was 22, nearly three
times that of the same month in the
previous year, and should the usual in-
flux for the next 5 or 6 weeks take
place, the gaol will certainly be very
much overcrowded.
The Council met on Thursday of last
week, all the members present except
Messrs Hamden, Kennedy and Oliver.
Dr. Smith and G. Good, Seaforth, re-
signed as trustees of the Collegiate, and
W. D. Bright and Dr. Scott were ap-
pointed in their stead. Mr Griffin, of
Ashfleld, asked to be excused from
duty, owing to the death of his wife,
and on motion the council adjourned
for half a day. The sum of $10 was
paid Rev Mr Carrier, of Grand Bend,
for injuries sustained by a wash-out.
A lot of minor matters were referred
to various committees.
EXECUTIVE COMMITTEE'S REPORT.
After considering the House of Ref-
uge report, we recommend thtit it be
carried out in full. The Committee
recommended that the original motion
in reference to the Collegiate Institutes,
stands, that is, that they receive the
sums originally granted, but no ar-
rearages. It was recommended that
no action be taken on the motion of
Mr Gray, to obtain opinion of County
Solicitor as to claim of Collegiate In-
stitutes. It was recommended that
the salary of the Secretary of the
County Board of Examiners be $20.
HOUsa OF REFUGE COMMITTEE.
The Committee reported that they
had purchased the land for the House
of Refuge; the title was passed by the
Co, Solicitor, and deed and title paper
are now in possessic n of the Co. Clerk.
The Committee had accepted the plan
of rt,wler &Fowler, architects, and
Mr FiUvler had been present at a meet-
ing of the Committee, in order that
they" might be a thorough understand-
ing; it was agreed to retain this firm to
supervise the building of the Ilottse of
Refuge, at 2 per cent on cost, one
member of the firm to be continually(
on the ground during the whole course,
of the building. Reference was made
to the advertising for tenders and re\
ceipt of 58 in reply thereto. All of
these were examined by the Committee,
who recommended the acceptance of
that of S, S. Cooper, of Clinton, it be -
