During its five years of office Mac kenzie's Government added $3-1,600, 000 to the public debt—so average of $6,900,000 per annual. • 'Their success- ors, in fifteen years, have added $100,- 000,000, or $6,300,000 per annum, a considerably smaller average. During Maciconzie'e time $5,000,000 of obligations were taken over from the Provinces, but the Dominion has assumed five times that amount of provincial debt under Conservative regime—something about $26,000,000. Grit journals kuow well that neither of these sums has added a cent to the burden of the people, and to discuss the question without saying so is die' honest. THE "SLAUGHTER" BEGUN. Tlie American ]manufacturers are al• ready beginning to Slaughter their surplus products in Canada; and it may soon become a question with the commercial public whether, instead of n reduction of our tariff, it will not be- come advisable, in self defence, to raise it still higher. The United States factories are clos• ing down with large etucks accumulat- ed on their hands for which their is slow sale in view of the locking up of capital end the disposition an all sides to live closely and economically until better times appear. A large number of hands have been discharged. In Chicago alone the number of unemploy- ed at the present time is estimated at 150,000. - Travellers are being sent into this country with instructions to sell the goods ; which means that the goods are to be sold regardlees of cost. It hae been the fashion to offer to. our merchants a '(cut" on certain lines of goode which can only bo sold in the United States at figures regulated by a Combine. It is probable that the reduction which was available in gond times may become a slaughter now that the times are adverse in every department of trade. If so, it is of importance to consider whether the temporary advantage to be gained from the low prices which are enforced by pressure of a disturbed condition of trade, will compensate the Canadian people for the ruin and destruction of their own industries. If we had reciprocity in manufaetur- drs at this junction - we should un- questionably feel at once the full force of the hard times prevailing on the other side, by the immense influx of every kind of production. In that caso our workmen would be in the same plight as the unemployed of Chicago, and other centres of indus- try. It le only the Canadian tariff that stands at this moment as a check to the avalanche of surplus products ready to to bo poured into this country. Are our 'al'tisans ready for this form of "reciprocity'?" Are they will. ing to permit the slaughtering of American goods in Canada, while that market is closed like a solid wall to themselves, not only by a tariff twice as large, but by a condition of trade which forbids any possible return of advantage? THE EXPORT HAY TRADE. Reports are to the effect that con siderable quantities of hay are lying at contin©ntal ports awaiting a market and that a nlateril1 decline in prices has taken place in England and on the continent, sales having been Made of No. 2 Canadian hay in Liverpool at 90 shillings per ton of 2,240 lbs , . with lower prices expected, which is a drop of about 30 shilliugs from the highest point •reached. A, heavy crop of hay has been cut iu this pact of Ontario, the bulk of which was stacked and housed in splendid condition, But it is noir evident that the new crop will have to be marketed oa a lower scale of values than has recently obtained. There is ample room, says the Trade Bulletin, for a shading of present prices ou this side, without being in any way unprofitable to producers, and the probabilities are that n good trade will be done with Great Britain during the coming fall ,and winter; but rates will have to rest ou a much more reasonable basis than those which ruled of late ou both sides of the Atlantic, as they were hoisted to a pitch which simply choked off demand and resulted in the reaction and depressiun in price now ruling iu England and on the Continent. Owing to large shipments from Montreal, old hay has become scarce, but as the new crop in loose condition is arriving liberally, local wants are well supplied. Nothwith standing the sbaioity of the old pro- duct, therefore, prices ,have recently declined in that market to the extent of $1 to $1.50 per ton from highest figures. The importance of shippers making 801110 distinctive mark, to' enable re- ceivers on the other side to separate the different lots, which often gets badly mixed in unloading from vessels, has been before fully referred to ; but it is of such importance on the shipment of hay that it cannot be too often men- tioned.
