all the uncertified accounts be paid
when properly certified to.—'Carried.
Councillor Spottonabrought up the
matter of his using the Council Cham-
ber as committee rooms on election
day. He said that he wished to clear
up the attack made through theWing-
ham Advance, on Town Clerk Groves.
He stated that he had rented the Coun-
cil Chamber from Town Clerk Groves
for the sum of $2.00 and he thought
he was justified in doing so as he• had
paid $5 for the auditorium for the even
ing, He had invited Mr. Cosens and
the Liberals to share it with him in the
evening and to receive the election re-
turns. If anything had been wrong
about it he wished to exonerate Mr.
Groves,
Councillor Fells charged ;that the
Clerk's office had been used for some-
time previous to election as his com-
mittee rooms and because he had come
in to complain about the streamer in
front of the hall and the using of the
Clerk's office and the town phone for
election purposes, he and 'Councillor
Mitchell were subjected to'ridicule by

ling, that this Council approves of the
action of Town Clerk Groves in rent-
ing the Council Chamber on election
day.—Carried.
Yeas—Mayor, Reeve, Spotton, Cur,
rie, Patterson and Gurney.
Nayes—Mitchell and Fells.
Mr. Spotten admitted that he had
made a mistake in using the telephone
in the Clerk's office. At this Mayor
Binkley stated he did not -think he had
made any mistake about ft. Gurney
asked what the custom had been in the
past and Groves replied to rent the
Council chamber to whoever asked for
it. Gurney said the Clerk's office
should at all times be neutral.
Councillor Fells thought it might be
well to draw the attenton of the Board
of Trade that the banks were killing
the town by opening up branches in
Bluevale, Whitechurch and Belgrave.
k ouncillor Spotton and Mayor Binkley
expressed their opinion that the Board
of Trade was dead.
Spotton stated that aften ten years
municipal service he would not again
seek re-election unless some one made
him very mad in the lneantinie. Before
retiring he wished to bring up the fol-
lowing resolution: 'that this Caouncll
establish a fund for the purpose of
erecting a memorial to our heroes who
have fallen in battle and that we begin
by taking $250 of the money now in
the Red Cross fund. The legality of
this to be Left to the Town Solicitor.
—Carried. He also suggested that a
memorial tablet and Some war relics
be placed in front of -town hall.
itefore closing Mayor Hinkley matte
a few brief remarks in which he thank-
ed the Council for their support 'chit.
