THURSDAY, DEC.. 19th, 1918.
There.are still two war .fronts lett, one
in Hoilaud, where a criminal lunatic and
his son cower behind the Dutch Govern-
ment's protecting arm; the other in Rust.
ole, where a crirnital and lunatic mob beat
against the door of world civilization.
Which is the greater peril to that civiliza-
tion, the party of the coward autocrat,
cilli strong in Germany and elsewhere, or
the Bolshevik trillions of Russia?

Not a cent should be left to the kaiser
and his family and all persons convicted
of illegal acts in this war or bringing it on.
Their whole property should be confiscated
and used for reparation to those suffering
more directly from such acts. The idea
of Hohenzollerns and war -making junkers
enjoying any property for the rest of their
days, while men, woheen and children in.
millions are going -'about maimed and des-
titute through their murderous conduct,
cannot be endured,

What Are Temperance Liberals?
Ontatiio Temperance Act and Union
Government have doomed Sir William
Hearst to fight for leis political life in con-
stituencies where opposition would not
have dared to lift its head if Ontario's
Premier had not abolished the bar.
Where is Mr. G. A. Warburton and the
Commitof One Hundred when every
h
anti-probitionist Conservative is being
urged to 'line up with the prohibition and
neutral °Liberals in bye -elections? The
architects of the line-up seek to demon.
strate the theory that W. H. Hearst dos-
ed his career in the Pren iership when W.
H. Hearst closed the bars in Ontario
It is much easier to discover Conserv-
atives who threaten to oppose W. H.
Hearst IN PROTEST against the legis-
lation that closed the bars than to find
Liberals who promise to support W. H
Hearst IN PRAISE of that legislation.

ual language of such documents. The
Iasi of the Hapsburgs make a pathe-
tic figure, but carries with him into
history little of the taint of eriminal-
ity which adorns the late rulers and
statesmen of Central Europe.
Emperor Charles I. of Austria,.
King of Hungers', was an unpromis-
ing major in an Austrian infantry
regiment when the .Snot of the asraee

in the "Hawk's Castle" on the banife
of the River Aar.
Charles L was born Aug. 17, 1887,
the son of the late Archduke Otto of
Saxony, He married the Princess
Zita of the Bourbon House of Parma
(Italian) in 1911. When the Nunc
Dimittis was sung for his dead
granduncle, the Emperor Francis
Joseph, the only achievements of
Charles brought to public notice
were that he vas a keen sportsman.
an excellent shot and motorist.
When he acceded to the throne on
Dec. 30, 1916, Austria-Hungary, torn
by four years of war, saw the first
taint gleam of possible peace.
The course of the new ruler was
regulated largely from Berlin, and
for the first six months of his reign
Austria-Hungary was regarded as a
mere German state. Hindenburg's
successes in Galicia in 1916. in which
Charles shared as a commander in
the field, gave the young monarch a
prestige whielr enabled him to hold ,
the Austrians to the .Central powers
until the collapse of Bulgaria, aped
Turkey and the final crash.
Numerous peace overtures and
manoeuvres characterized the diplo-
macy of the dual monarchy atter
Francis Joseph's death, precipitated
doubtless by bread riots and other
outbreaks throughout Austria. Un-
able tomaintain his pledge to the
German Emperor "to continue the
war to the end," Charles made Use
of the famous "Dear Sixtus" letter,
an autographed leissive written in
April, 1918, to Prince Sixtus de
Bourbon for traiesnlission to the
French Government, in which the
monarch said F`rance's claim to
Alsace-Lorraine was "justified."
Although the letter was denounced
as a "forgery" in Vienna, the For-
eign Office claiming it had been writ-
ten by a French ecclesiastic who had
been acting as confessor to the Em-
press Zita, subsequent events preyed
its authenticity. It was the first re-
vLtation of the break between the
German Emperor and his vassal
King. Previously, Emperor £lharlee
had indicated his desire tor peace,
however, in speeches before the
Retehrat. In Deccember, 1917, fe
declared his willingness to conclude
peace with the Allies if they would
guarantee the integrity of A.ustrt .-
Hungary.
In October, 1918, lie announced
plans for the federalization of .. Un-
tria-Hungary, and In an address to
the Hungarian Diet fratlkly admitted
his throne was in "peril." a►, day or
two rater, Count Karolyl, leader of
the Hungarian Republicans, at:Monne-
ed the success of ,a bloodless re)rolrti-
tion tri Budapest and declared Hush-
gar), e, free and independent shat*.
Still later the Geriiian and otlebr
provinces declared their purpose to
become autonomous nntitieel, and the
House •of the Hapsburgs, once the
leader of the Holy Roman Empire,
seemed to be about to collapse like
it house of eiardii.
