LONDON, Nov. 12, -The German people, for a generation the obedient and submissive .servants of their war lord, for more than four years hits pliant instruments in ravaging the world, have spoken a new word, and the old Germany is gone. From the confused, sometimes conflicting and often delayed advices from Germany in the last two days it has now be- come apparent that 'William, Em- peror and Icing, lies been stripped of his power. He is now plain William Hohenzollern, a fugitive in Holland. With his fall topples into ruin Wil- liam's mad design to rule the world. According to despatehes from .4m- sterdam and Copenhagen the revolu- tion In Germany which assumed gi- gantic proportions following the ab- dication of the Kaiser, is extending rapidly, but in most places the de- sired effect is being achieved without violence or serious disorders. In some places, notably in Anhalt, Hesse-Darmstadt and Meekenburg- Sclrwerin, the princely houses are co- operating with the reforming parties in establishing a new order of things. How far the example of the Rus- sian Bolsheviki influenced the Ger- man upheaval Is an interesting ques- tion. Some German newspapers as late as Friday described the move- ment as Bolshevism. Red flags figured frequently in the various risings and Chancellor Fried- rich Ebert's motor car floats the in- ternational emblem. The shoulder straps were torn from the uniforms of officers in a number of cities, and even the soldiers' insignia were strip- ped from them. Russian prisoners played a part in the demonstrations in two or three towns, Prince Maximilian of Baden and all the Bourgeoisie Ministers have re- signed. Friedrich Ebert, the Ger- man Socialist leader, has been defi- nitely recognized as Chancellor. All reports describe the revolution as continuing quietly in the twelve principal towns and ports, which are now ruled by the Soviet, consisting of workmen, soldiers and sailors. The red flag has been ]foisted every- where, even above the Cologne Cathe- dral. The Socialists, according to the report, are demanding that every dynasty in Gerrnany be suppressed and all the princes exiled. It is re- ported that the Kings of Bavaria and Saxony inteud to abdicate shortly. Severe fighting took Place in Ber- lin between six and eight o'clock Iast night, and a violent cannonade was heard from the heart of the city. The revolution is in full swing in Berlin, and the Red forces of Ger- many occupy the capital. When the cannonade began the people -thought the Reichbank was being bombarded and thousands rushed to the square in front of the Crown Prince's palace. It was later determined that other buildings were under 'fire. When revolutionary soldiers at- tempted to enter a building in which they supposed a number of officers were concealed, shots were fired from the windows. The Reds then began shelling the building, Many persons were killed and wounded before the officers surren- dered. The Red forces are in con- trol and have restored order. Strong guards are marching through the streets. The Crown Prince's palace has been seized by the revolutionists. The people are shouting, "Long live the republic," and are singing the ' `Marseil las 5e." The German people's Government has been instituted in the greater part of Berlin. The garrison bas gone over to the Government. The Workmen's and Soldiers' Council has declared a general strike. The Soldiers' and Work- men's Councils in most of the Large• cities, appear to be devoting their first efforts to organizing the food supplies, foreseeing that 'any lack of provision in this respect will prove a fruitful source of disorder. Complaints already have been heard in Berlin that the press cen- sorship is being exercised as arbi- trarily by the new as by the old regime. The Bavarian Republic, • AMSTERDAM, Nov. 12. --The pro- clarnation issued at Munich in behalf of thtr Council of Workers, Soldiers and Peasants, which constituted it- self into a diet, announcing a repub- lic, had been formed in Bavaria, de- clared that the "Democratic and So- cialist Republic of Bavaria hag the strength to realize a peace for Ger- many, preserving that eountry trona the worst." The proclamation, after promising a constitution assembly, to be elect- ed by all adult men and women, says that Bavaria will +stake Germany ready for a league of nations. It then co'ntixtues: "The present revolution is needed to complete the self-government of the people before . enemy ar>niee stream across our country, or before troops should, after the armistice, bring about chaos. May Resist Terms imposed Ry the Armistice, LONDON, Nov. 12. ---The Admiral- ty has intercepted a Ge.r•mort wire- less addressed from' "the cometand and Soldiers' Council on the Bruiser Strassburg," to "alt ships, torpedo boats, destroyers and subnmrir.es In the North Sea." The message refers to the terms of the armistice and declares: "This would entail the destruction of us all. German comrades, defend our country against this unheard of presumption. "Strong British forces are report- ed off the Skaw. All submarines in the Baltic, except: those on outpost duty, assemble immediately in Sass- nitz harbor." Sassnitz is a watering place on the east coast of the island of Reugen, Prussia. A supplementary declaration to the armistice terns was signed to the effect that in the event of the six German battle cruisers, ten battle- ships, eight light cruisers and 50 rte, stroyers not being handed over ow- ing to a mutinous state, the Allies reserve the right to occupy Heligo- land as an advance base to enable them to enforce the terms. LONDON, Nov. 12. -Dr, Solf, the German Foreign Secretary, has ad- dressed a message to Secretary of State Lansing, requesting that Presi- dent Wilson intervene to mitigate "the fearful conditions" existing in Germany.
