It id said of president Cleveland that he
never read a speeoh in his life. In the act
. of writing it he half commits it to memory,
and then, with one more reading, he knews
every word and punctuation mark in it.
Mr Ga Trow member for West Huron,
was waunly applauded when, he arose
to take part la the debate. Mr Garrow
is not in the habit of jumping up on
every issue, and as his reputation for
good judgment„ is high he always re-
ceives a close hearing. He did not in-
tend, he said, to go very deeply into
figures. It was a pretty difficult job to
deal with a question of arithmetic
from a party standpoint. That was
the,foundation error inadiscussion such
as was proceeding. It was admitted
by both sides of the house that we had,
a substantial cash surplus, and we have
an immense asset in the timber resour-
ces of the province. Suppose even that
we had a small debt. What then? In
what position does this province of
Ontario stand as compared with the
Dominion itself ?
The Dominion had heaped up a debt
of $300,000,000. Quebec had started
even with Ontario and had now a debt
of'300,000,006, paying in interest alone
$15,000 annually.. Was it not a fact
that other pr winces were going back
at the rate from a million to half a
million dollars per year? Ontario was
able to present a magnificent showing.
What they claimed was that at
the end of twenty years the Mowat
administration was able, instead
of a deficit, to exhibit a good
surplus. This was something for
which not only the government side,
but also the opposition deserved credit.
They ought to be proud that they had
been able to assist the province in
reaching that glorious financial con-
clusion (Applause.) It was a recognized
fact that we must have expenditures
for civil government, and whence was
the revenue for this purpose . to be de-
rived ? If the government did not deal
wisely and carefully with the timber
reserves, where could they look to for
revenue unless they'resorted to direct
taxation? It was in their own interests,.
as well as in the interests of the country
generally, that due care should be taken
of all the sources of revenue. The sys-
tem of disposing of timber limits to the
highest bidder was one that commend-
ed itself ,to the good judgment of all,
and -it would be difficult to improve
upon, it. The revenue having been
obtained, it was a paramount duty to
see that it was economically expended.
Now, it was very easy for hon. mem-
bers opposite to occupy the position
of destructive critics. but it was their
duty to fully investigate the expendi-
ture, to point out extravagance, bit by
bit and itern by item, instead of declar-
ing in general terms once a. year that
the government was extravagant.
Those members—(opposition)—were in-
dustrious and able, and had discharged
their duty as well as they could.
Where had they shown extravagance?
It roust be unearthed in detail. It
had not been, and therefore they must
assume that it could not be, and all
the talk about extravagance must go
for nothing. Members of the opposi-
tion could have ample time and facili-
ties if they desired to investigate the
various items of expenditure, and in
the large expenditures for the erection
to light any evidence of wrong -doing or
of public buildings they had not brought _

Charles Quer'engesser, of Grey, has
purchased a farm in Logan township,
and may remove to it next fail. in
that event it is said his brother would
run the sawmill.
John Robinson, Bluevale, got a tele-
gram on the 13th, from Manitoba, con-
cerning the death of his daughter-in-
law, who left eight children to mourn
her decease.
Prof. Scott and his assistants have
been engaged to give the Cantata
" Britannia and her Daughters," in
Blyth, on the evening of Queen's Birth-
day.
• Mr M. C. Swanson, of Goderich, has
received from the Dominion Govern-
ment the appointment of assistant su-
perintendent of the horticultural ex-
hibit at the World's Fair, L. A. Wool-
verton, of Grimsby,being in charge.
Mr John G. Sproat, of the 2nd line of
Tuckersmith. is in luck this year. He
has a cow that last week presented
him with twin lambs from 11 ewes, and he e they areali
living and thriving.
The block Dr. McDonald intends
erecting this year, where his present

The Education Department has set
apart Wingham as a centre where an
examination of candidates for third-
class certificates will be held. The ex-
amination will commence on Tuesday
morning, July 4th. All applications
must be sent to David Robb, Public
School Inspector•, Clinton, on or before
the 24th of May.

The new liquor law of South Carolina,
which comes into force on July 1st, pro-
vides that liquor oan be had only at State
dispensaries in charge of state officers, and
in sealed packages of from half a pint to
ifive gallons, which must not be opened on
-' the premises where sold. The office of dis-
t peneer calls for a total obetainer, and the
State dispenser gets 01,800. The purity of
all liquors will be passed upon by the chem-
ist of South Carolina College. Profits go
"• olio -half to the county treasury and one.
half to the municipal corporation where
the dispensary is located. The working of
this new law will be watched with inter-
est.
Under the statutes of Illinois, says a
Washington despatch, there is- nothing to
prevent the general employment of labor on
• Sundays. Taking advantage of this, it is
said a combination has been formed among
Hiryggar workmen to petition their employ-
ers for permission to work on Sundays dur-
ing the continuance of the World's Fair.
By working on Sunday hey will be able
to lose a day during the `week to visit tile
Pair. If these min carry the scheme out
they are short indeed of oommon sense.

The auction sale of Mr D. D. Wilson's
dairy stock was held on Ingleside farm,
near Seaforth, on Tuesday. We un-
derstand that every animal and article
offered was sold. The principal inte-
rest, of course, centered in the milch
cows and heifers which were offered.
They were all in prime condition, show-
ing good care and plenty of feed. There
were 21 cows and two two-year-old

one heifer sold for $66, aneh4hether-
$68. The sale amounted to $1,400.
On Friday one of the oldest and most
highly respected residents of Tucker -
smith passed quietly away to that
great beyond from whence no travel-
ler ever returns, in the person of Mr
Robert Coleman. In 1850 he moved to
the township of Stanley, and in the
year 1874 he moved to lot 14, con. 5, in
the township of Tuckersmith, where
he breathed his last. In religion he
was a consistent member of the Pres-
byterian church, and in politics he was
a staunch Conservative.
Mr Jas. Hough, one of Guelph's old-
est residents, and brother of Rev John
Hough, died Friday morning, aged 89.
The Earl of Derby is dead. Lord
Stanley; Governor-General of Canada,
succeeds to the title.
The Trades and Labor Council, of
Toronto, last Friday night, passed a
resolution in favor of absolute free
trade and direct taxation.
Donaldt Robertson. sr.,- of Ciirieton
place, committed suicide Friday morn-
ing, by cutting his throat with a i azor.

L'Electeur, of Quebec, estimates that
at least twenty thousand people have
been leaving that Province every
month this spring to settle iu the
States. The rush still continues.
France is soon to adopt an interest-
ing innovation in the postal card sys-
tem. The cards will be issued in the
form of check books, with stubs. The
sender of the post card can make
memoranda of its contents on the
stub, and can have this stamped at the
post office before the card is detached,
so that a ver•fled record of the corres-
pondence can be kept.

The contrast is still more ;narked when
we remember that last year the population
of Ontario was 2,112,989, whereas that of
Quebec was 1,488,586.
At Brockville Ont., the jury in the case
of Chas. Luckey, charged with murder,
brought in a verdict of "not guilty." The
verdict gives satisfaction in the community.
Lucky will be tried next month for the
murder of his mother.
The New York World is always into
something new. A few weeks ago a
female member of the staff was sent. to
Washington disguised as an office
seeker. She iuterviewed all the lead-
ing politicians, and wrote over a page
on her experience. Then she played
the role of a girt from the coutftry ar-
riving in New York in the evening,
wi host any place to go. She walked
the streets all night through the Bow-
ery, the alums and the tenderloin dis-
,trict, and, although she had poor suc-
cess in getting a lodging place, she was
not molested by anyone. She visited a
prominent Christian "Home" estab-
lisher) for just such cases and was turn-
ed away without shelter or advice. She
pays a glowing tribute to the police of
the big city. Several times during the
night she had to resort, to subterfuge
or reveal her identity. in order to get
away from the officers, who were den
termined to see that she was in proper
(hands before they would leave her.
