The fines collected during the past
year for violation of the license act
amounted to $23,316.30 as compared
with $22,572.07 in 1890-91.
In Toronto in 1874 there were 530
licenses. In 1886, the year of the pass-
age of the Fleming by-law. the num-
her fell to 306, or 224 less, although
the population had increased threefold.
Last year the number, including whole-
sale licenses, was 211. In Hamilton, in
the same period, the licenses were re-
duced from 223 to 131; in London from
118 to 52; in Kingston from 123 to 55.
In Ottawa there were 203 in 1874, 269 in
1875, and only 147 last year.
In 1878 there were 3,868 commitments
for drunkenness in the Province, and
in 1892 2,736, or 1,132 less. The com-
mitments for this offence in 1892 were
the lowest in number in the history of
the Province. In 1889 the number was
4,797, in 1890 4,573 and in 1891 3,614.

THE EDUCATION REPORT.
The report of the Minister of Educa-
tion is out, and from it there is seen to
be an increase in the school population
of the last decade of over 20 per cent.,
the real figures being in 1881 484,224,
and in 1891 615,781. The average at-
tendance is 52er cent. of the register,
an increase of�1 per cent. on the last
return. There is a decided increase in
the number of teachers who attend the
Normal School, and it is noticeable al-
so that the percentage of female over
male teachers is on the increase, 68 per
cent. of the whole being women. At
the same time there is an increase in
the average salaries paid. In this con-
nection it is to be noted also that the
increases in salaries have taken place
mostly in the cities where competition
is supposed to be fiercest, the rural dis-
tricts showing no improvement. The
cost of education per pupil has increas-
ed during the past decade over one-
qquarter ot the whole present cost, the
,figures being: -In 1881, $5.92; in 189L
$8.34. A large difference is shown in
the average cost in cities as compared
with towns and r ural districts, but this
increase is apparent rather than real,
when we take into account the fact
that the school sites are counted as
factors in the cost, these sites being of
course an asset. The figures as to the
attendance. at the Separate Schools
show an increase in about the same
proportion as the Public Schools.

At Whitby on Friday Henry Ling -
ford and Bernard Baker were tried for
shooting William Palmer. It will be
remembered that all last fall Baker
had been losing poultry and produce
night after night. Finally he decided
to stay up and if possible catch the
thief. He was accompanied by Ling -
ford, who was working for him at the
time. On the second night of watch-
ing, a noise was heard in the barn
yard and Baker went out with gun in
hand. He saw a flickering light in the
hen roost, which soon went out when
he challenged the party. A shoot was
fired by Baker. Palmer ran out an
another shot was fired after hii1,
He then turned upon his pursuers and
Lingford fired a bullet th rough his
heart, killing him instantly. At the
court Lingford was tried first, and the
jury liberated him under the theory
that he was justified in shooting Pal-
mer when the latter turned upon him.
Baker was released immediately by
order of the judge.

When Richard Perkins, clerk in
Park's jewelry store at Essex, arrived
at the store to open it Friday morn-
ing he found the door open and every-
thing of value carried away. The
burglars had found a key that unlock-
ed the door. Loss supposed to be sev-

The Quebec correspondent of the Mont-
real Witness declares that all reports from
the different counties along both shores of
the St. Lawrence below Quebec agree in
saying that "the emigrant fever," he says,
"has indeed become so general. and so
alarming that if it continues much longer
at the present rate whole districts will
shortly be completely deserted."
A Toronto labor deputation has re-
quested the Qntario Government to
provide for a registration system for
Toronto, in place of the present method
of reporting the lists. In the course of
a discussion on this, the Premier stat-
ed that he had been thinking of adop-
ting some system of striking the names
of dead persons off the list week by
week after revision, to prevent the
practice of personating dead persons
whose names are now retained on the
lists.
