HOW THEY DO IT
EXCHANGE

the lines have any definite idea as to the
modus operandi of electing a President
of the United States, and we have been
frequently requested to explain the
matter, so that it will be intelligible.
We do so in as few words 88 possi-
ble.
1. There form of Government ie(a)
Legislative, (b) Judicial and (c) Execu-
tivie
"CONGRESS 18 composed of The Senate
whose members are chosen for six years
by the State Legislatures (which are
elective), two being sent frotn each;
and the House or Representatives,
whose members are elected every
second year, by popular vote. The
number which each Stato is entitled to
send is determined by the decennial
census, one Representative being allow-
ed for every 133,289 of a population.
The President has a veto power on
legislation, but this may be annulled
by a two -third majority of the mem-
bere of each House.
2. Judicial. A Supremo Court, con -
posed of a Chief Juetice and eight
Justices, appointed for life by the
President, by and with the consent of
the Sento.
,3. Executive. A President, assieled
by seven heads of departments, chosen
by him, but who mud be approved of
by the Senate. The mode of electing
the President is as'follows: Each State
chooses, by popular vote, "Electors"
equal in number fo the Senators and
Reprosentativee sent by that State to
Congress. Those "Electors" meet at
their respective State Capitals on an

Until the recent elootion, the
total vote of a State determined the
"Electors" all of ono particular party;
but this year•' the superior intelligence
of the Canadians settled in Michigan
induced that State to pass an Act cell-
ed the "Miner Bill," Which gives to
each electoral .division the privilege
of electing their own "Elector',."
Hence, the State of lliohigau was the
only one in tho Union whoeo vote was
divided between Harrison and Cleve.
land. When the Michigan Legislature
enacted that the law, it was thought by
many to be outside of their juriedic-
tiob, but an appeal to the Superior
Court upheld • its constitutionality
and it heehaw the law of that State.
Other statue will probably a pass
similar . measures, so that, in
future elections, the electors of the
different districts in each State will
choose a representative to the Electoral
College according to the political com-
plexion of such district, instead of, as
formerly, the whole vote of a State
being cast for one candidate. This
appears to us to be the trend of public
feeling in the matter, and comes much
nearer the election by popular vote
than the system which has prevailed
for such a length of time. Under the
old system it has frequently happened
that the candidate with the least num
ber of votes in the College outnumber
ed those of his wore popular rival.

Stratford, where Mr. Laird has a situa-

12,000 bushels of apples at his factory
this season.

Mies Kato Wilson sang at a concert
in Wroxeter on Tuesday evening of

Geo. Backer has disposed of his
grocery business to J. Earner.
The school board mot on Friday
evening of last week and chose a Miss
Downey, of Hanover, to teach in the
place of Mier+ Abraham.
Nomination for municipal council
and three trustees will be hold • on
January 2.
Mrs. D. A. Senile, of London, was
visiting in town last week.
R. G. Wilson is home from Listo
wel where he has been working during
the summer.
A MONSTER IN HUMAN FORM.
Last week, John Carter, county con-
stable, was placed in Guelph jail on
the charge of attempting to commit on
two occasions, an indecent assault on
his daughter Sarah Carter. The girl is
seventeen year's of age. The more
serious offence it is alleged was com-
mitted on the night of Monday, Nov.
28th.• The prosecutrix asserts that her
father complained of being unwell on
that day and asked her to occupy the
same room with hint in order that she
could apply blisters to his back at in-
tervals. She asserts that during tite
night he committed the offence com
plained of, that her screams attracted
the attention of the other children up-
atairs, who came running down, when
he allowed her to escape. About two
mouths ago Carter's wife died, leaving
him with four girls, the oldest of whom
is the complainant in this case, and a
boy who has not been living et home.
Squire Strange held, a preliminary in.
vestigation into the case on Friday,
and after hearing the girl's story, com-
mitted Carter to Guelph to stand hie
trial. Thus four young girls, three of
whom are too young to earn their liv-
ing, are left without father or mother
to look after their welfare.
