Mr. 'Wharton, acting Secretary of
State, upon the subject of the Can-
adian canal tolls, also a mem-
oiandutu prepared and submitted to
rue by Mr. Adree, second tteeietant
secretary of state, reviewing the
communication of Mr. Herbert, and
a letter of the 28th inst., from Mr.
John W. Foster, who, as I have
proviouely dated, with Mr. Blaine
represented this.Government in the
conferences with the Canadian corn
tnissioners. The position taken by
this Governtnent, as expressed in
my previous communication to the
Senate, that the canal tolls and re-
gulations of which complaint has
been made are in vio)ation of our
treaty with Great Britain, is not
shaken but rather confirmed.
There can be L10 doubt that a
serious discrimination against our
citizens arid our commerce exists,
and quite as little doubt that this
discrimination is not an incident,
but the purpose of the Canadian
regulations. It has not seemed to
me that tide was a case in which we
could yield to the suggestion of
further concessions on the part of
the United States with a 'view to
to securing treaty rights,. for which
a consideration has, already been
given.

certain legislation will produce the
same results. What the McKinley
bill is doing for the LTnited Statos
the National Policy is doing for
Canada in the way of utilizing the
products of the farm. A New
York exchange says :-One of the
effects of the McKinly hill is the
probable growth of the flax industry
in this country. One Scotch -Irish
firm of Belfast will shortly begin
operations here,' A representative
of that firm came hero two weeks
ago and will open a linen factory as
soon as the machinery can,be com-
pleted. The machinery, worth
$90,000, will bo made in this coun-
try aleo. Within three weeks an-
other English firm which has been
engaged in the manufacturing of
carpets over two centuries, has mov-
ed to the United States because the
American fax straw produces the
best material for making the body
of the carpet. Last year this coun-
try imported flax products worth
$20,000,000, and at the same time
,the farmers of the United States de-
stroyed 1,070 tons of fax straw as
being molests to them. It is now
stated that American fax straw will
be need in the manufacture by the
I3ew concerns who propose develop-
ing the industry under the protec-
tion of the tariff 'awe,
A PRACTICAL LESSON.

TWO TRAINS COLLIDE.
AND CAUSE A LOSS OF LIFE.
One of the worst railway accident's
which has ever happened at Merri•
ton. Ont., occurred on Monday
morning about 10:40 o'clock. The
mail train on the Welland division
of the•Grand Trunk Railway from
Port Dalhousie, bound south, and
the accommodation train from Nia-
gara Falls, bound north for the
steamer Empress of India, met in
collision a short distance north of
that station. A short wooden
bridge crossed the water power race
way,and the engine on the boat train
had just crossed it when the trains
met. 1 k two first coaches on the
boat train were thrown from tho track
over the bank pluuging into the
Hum strearnwhich flows rapidly peat.
The engines were demolished and
thrown oveirthe or:posite bank from
the stream.
Efforts %sere at once made to re -
Move the killed and iujured, and
doctors were soon on the scene and
were attending the suffering. Three
bodies were removed at noon.
Chapman, the driver of the mail
train, David Huut, fireman, of the
boat' train, and a passenger named
H. Vauslyke,evideutly an employee

killed. Hunt is from Niagara Falk
and Chapman comesfrom Port
Colborne. The injured are Con.
Boyle, severly cut about the: head,
leg and arm bruised, brakeman
Peter Welch injured badly inter-
nally, Baggagemau William Spratt,
leg badly remelted, Post office clerk
E. 0. Boyle was cut out of his car
after being i nprisoned half an hour,
slightly injured in the head. The
water is about to be drawn from tho
race in order to ascertain if any
other bodies are in the coach which
is in the stream.
The traina usually cross at Port
Dalhousie and the train for the Em•
press under the control of Conduc-
tor Peckham being late at Merritton
endeavored to make St. Catheriues
before meeting the mail train, with
the above result. Thomas Gilroy,
of Toronto, was among the injured
having been hurt about the face.
Besides these there aro several
others slightly injured and

Owing to the posiVon of the
wreck it is impossible to say
whether all the dead have yet been
found. Thomas Allan, wife and
three children all escaped miracul-
ously through the window of one of
the cars.
IT WAS A NARROW ESCAPE.
It appears that the collision was
between the regular mail train and
a special running to Port Dalhousie
to convey the St. Vincent do Paul
Society picnic from Toronto to
Niagara Falls. Both trains were
fortuuately running light. Had
the Empress of India landed ten
minutes sooner the whole excursion
would have been on the mail train
and the loss of life, if such had been.
the case, can only be speculated
upon.
The English aoldiers-in the Soudan
were supplied with St. Jacobs Oil.
-The minister of agriculture re-
ceived a dispatch from Prof. Saun-
ders, who is at Brandon. He says
the crop prospects are excellent, the
straw being as far advanced as at
the same period last year. Rain,
however, was wented, and thio came
yesterday to the extent of two
inches and a half in twenty-four
hours.
