George J. Goschen, Chancellor of
the Exchequer, presented the bud-
get in the House of Commons yes
terday.

expending departments, for it was
not to any extent "due to lin expan-
sion of the revenue. There had'
been 'times when he suffered great,
anxiety, During January end F.+b-
ruary the prospect was not bright,
but during March it WAS better and
thin enabled him to submit a satis-
factory result',

of expenditure was £99,264,000.
The actual expenditures were
£98,928,000, leaving a surpluw of
£336,000. This was a remarkanly
small difference betwaen the estim

in the expenditures was only £137,
000. This statement was received
with cheers. .
Analyzing the revenue Mr. Goy -
chew said that the costnnls prodneed
£19,736,000 being £36,000 above
the Hutu calculated upon. It was
not the aleobol that caused the in.
crease this year, but tobacco. The
revenue tax from tea was exceeding
ly satisfactory, yielding £34,0013
over the estimate. Tobat:co oro-
duced £9,953,000, being £418.000
above the previous year. All this,
Mr. Goschen declared, proved that
wages had not fallen and that there
was still widely diffused prosperity
among workingmen.
The exise revenue ahowe £543,000
over the estimate. The increase in
the consumption of home spirits was
greater in England than itt Ireland
or Scotland.
Mr. Goschen estimated the reven-
ue for the current finanoial year at
£90,477.000 and the expenditures
at £90,253,000, leaving a small
margin of £224,000. This will not
allow of a remission of taxation,
with the exception of a reduction in
patent fees absorbing £50,000 and
the fixing of the duty on sparkling
wines from 2s 6d and is per gallon
to the uniform rate of 2s.
Mr. Goschen said ho held himself
responsible for the prudence of the
•estimate. The mighty river of
,,�pplational prosperity still remained
