EDITORIAL NOTES.
The TorOnto Globe has given
scurrenay to the report that "a bar-
gain has been made between the
Raman -Catholic Church and the
Government at Ottawa by which
the Church has pledged itself to
;give 'the Conservatives the entire
Catholic vote." Such an incredibly
iabsurd statement boars on its face
its own refutation. But it is the
sontcome of au original kink in
human nature to abuse where argu-
ment is not available. It is not
only a slander upon the hierarchy
but an attempt to degrade the laity
,of the Catholic church to the level
of conscienceless, unreasoning, au-
tomaton.
ming up are correct.
not correct neither
0 Meer nor his deputies have
any power to amend them.
And there is nothing to
show that the lista are not
correct. This Mr. Laurier admit-
ted when the matter was brought up
in the House.
Watson, of Manitoba, the only
anti- national policy M, P. between
Ontario and the Pacific coast, must bo
.aphunny phellow. He has given
notice of motion in the House that
be will move to have binder twine
placed on the free list giving as a
e-eason that the tarriff is a tax, and
the duties collected on 'binder
twine last year were $6.192, and
tonsequently a tax of over $400,000
it8 imposed upon the farmers of Can
-.oda." This is the kind. of exagger-
ation and misrepresentation the
Grits resort to. It is not surpris-
.ing that the people turn a deaf ear
to all they say. The Hamilton

There aTere some bets in Clinton
on the London election. Tun
NEWs-RECOan has been risked
whether Carling or Hyman is elect-
ed. We have to say that Carling
was elected by his having the
largest number of votes cast. And
was declared elected by the only
authority empowered in the first
instance to declare him electe'd-the
Returning Officer, This official
acted in accordance with- the power
conferred upon hint by statute and
in accordance 'with the express com-
mand of the statute, It is alleged
on the other hand that Mr. Carling
may bo unseated. But even such a
contiogency does not alter the case.
A t bet 13 that bo, A, could
climb up to the top of',a certain hill.
A gets there, he ascends to the top
of the', hill. Ile might be thrown
down again. But such a conting-
ency, even if reduced to an actual-
ity, would not affect the fact that A
had got to the top of the hill. In-
deed, the fact that he had been
thrown down from the top of the
hill would of itself bo proof that he
bad nuked there. If A bets B that
Carling: ele'aterratia
Returning Officer declares him
elected that should bo all the proof
required. A.s in the illustration
given, if more proof wore required
that be was elected we have it in
the fact that his opponents are
moving heaven and sheol to have
him thrust down again. It would.
be sheer nonsense to assert that
sane people would attempt to unseat
or to have declared illegal the elec-
tion of Mr. Carling if,he were never
elected at alt. The effort made to
void his election, is proof of itself
that he was election irrespective of
whether legally or illegally so. The
Canadian, Sportsman agrees with the
London Free Press in the matter of
betting on the London election.
The Sportsman says:_
"The .official declaration of the
Returning officer at London on
Tuesday last, settles all bete that
wore made simply on the election
issue as between the two candidates.
Tho backers of Carling win their
money."
-A mining expert who has visit
ed the Canadian coal fields at
Crow's Nest Pass says the quantity
and quality of the coal is equal if
not superior to any known. Fifty
seams have been discovered, some
having 30 feet of clear coal. Four
varieties of coal are found, anthra-
cite, semi -anthracite, bi tu min oust
and cannel.

The Globe rises to remark : "When
the making of the lists is in the
bands of his own appointee, and ho
• has been defeated on the list juat
-made, Hon. John 'Carling ought
10 retire to his brewery without at-
tempting to get from the returning
-officer what the constituency refits -
ed." The Globe knows, or ought
to know that the making of the
voters' lista is not in the hands of
the appointees of Carling or the Gov-
ernment. In the first place the rule
is that the County Judges are the Re -
"tieing Oftieere. These men, or the
most of them, were appointed Judges
before the Franchise Act came into
force,some of them being appointees
of a Reform Government. If they
were competent to act as county
court judges they aro competent to
.act as Revising Officers. Then,
opponents of the Government take
o band in making the lists. They
c an ask to have as many names
put
on the lists as they.can show should
be on and the Revising Officer
dare not refuse them. The Courts
of Revision are open courts, Also,
