Jordan, Goderich, ,were appointed trustees for the re. nspeetive Collegiate Institutes, ter Messrs. Proudfoot and Holt •Nominated George Stiven auditor for the current year, and Messrs, Beacom and Coleman nominated Richard Radcliffe for the position ; the amendment was carried. On motion of Messrs Stewart and Britton, Henry Eilber and Wm. .Lane were appointed on the board of criminal audit, Eilber—M:. Y. McLean—That this Council desire to express its -deep regret at the illness of one of -our esteemed member, A. H. Manning, reeve of Clinton, and we desire to express our hope for his - etteet2.y-recovers,.; e ad. that the clerk 'transmit a copy of this motion to J im,—Carried. Beacom — McLean — Messrs C. . Clarkson, B. A. of Seaforth, and 'Baird of Stanley, were appointed on Board of County examiners of school teachers for the current year. Council then adjourned until 10 a. in. Wednesday. SECOND DAY—WEDNESDAY. Council resumed at 10 o'clock. The following communications were read and referred to the re- spective committees .From the County Council o Elgin, asking co-operation in peti tioning Parliament for improvemen grid, more Rtnngent regulations - 1n theahipping of cattle on aces f steamers. From County Council of Grey asking co-operation in petitioning the Lieut. -Governor to abolish the law allowing the union of High and Public school boards. From County Council of Oxford, :asking co-operation in securing the repeal of sec. 30, chap. 50, Ontario Statutes, 1890, relating .to the cot, :atruction and maintenance of bridges 100 feet or more in length. From Canada Land Law Amends ment*Association, asking co-opera- tion to secure the extension of the Torrens' Land System • to county •municipalities. All the foregoing were referred to the Special Committee. Theo report of the jailor was read -and - referred to jail and Court ~House Committee. It reported 19 prisoners incarcerated at present -- -one female and 18 ;nalee, three of the latter insane, one dangerously so. 'Three of these prisoners are con, witted for larceny, one for rape, three awaiting trial, and the remain, -tug I1 vagrants. The ages of these vagrants range from 56 to 85 years, three totally unfit to earn a living, but tha remainder able to provide or them themselves. The remain- ferr of file report relates to supplies and details of the jail management. A motion by Holt and Beck to instruct the county engineer to ex- tend the wing walls of ,the Mait- land bridge, Goderich, as may be Mound necessary, was referred to Road and Bridge Committe. A, motion s by MoPherson and Cruikshank to have the Council 'asaiimo the Race bridge in Lower Wingbam, received the same re. : ference, The report of County Commis - *loner Ansley, of his doings since last October, was referred to same co mmittee. Ten tenders for the erection of s t e On motion of McLean—Ander- son, grant $3000 was made to be divided between the several duly organized township and horttoultur• al societies. Council then adjourned to meet at 3 o'clock. 3 O'CLOCK P. M. • The council again resumed. The clerk was instructed to pro, cure a copy of the Ontario Statues for the present year for each reeve and deputy to be the property of the municipality. A motion by Messrs Beck and Gritfn to instruct the county engin- eer to examine Graham's bridge on the northern gravel road, and re- port thereon at the June meeting, was carried. Proudfoot—McIntosh. That the council appropriate the sum of $8, 000 for the purpose of erecting a County House of Refuge. Referr- ed to Executive Committee. The same reference was made of the following motion by Messrs Ste- wart and Girvin : That as the as. sessment of the townships is nearly nine times greater than the assess, went of the towns and villages con. tribute in the county, and as towns and villages contribute the greater portion of the indigents, it would be an injustice for the townships to contribute pro rata with the towns and villages for the erection and support of a poor house. The council then adjourned to meet at 9 o'clock Thursday. In • the long -sustained cheers which were given at one o'clock in the morning, when Mr. Carling sant back his answer, there was victory for the Conservative standard— bearer'. We have said the meeting was representative. It embraced prom- inent delegates from every Commit - n"tee -in the varioussubdivisions of the city. At each of the divisional meetings on Wednesday night last there was a large attendance, and the delegates sent to the Convention had direct relation to the number of votes on the list. Men of calm judgment, thorough- ly in touch with their respective divisions, were selected. A finer body of electors never assembled in this, or any other city, It was businesslike. That is to say, the delegates lost no time. They realized the purpose of the' Convention and., went about it in an orderly and systematic manner. The meeting was properly organized, and from start to finish it was car- ried on with full regard to decorum and carefulness of method. The unabimity was absolute. Every freedom of discussion was given, and by the exercise of a com- mon and untrammeled judgment the delegates arrived at ono con- clusion. Nothing could he more harmonious that tho views of the representatives at the close. The enthusiasm wail unbounded. The unity, the earnestness, and the manifest spirit of courage which was exhibited on every hand could not hav-o had any other effect than to arouse this epontanoous outburst of happy feeling. To -day the Conservative party faces the opposing forces with an unparalleled cohesive strength, and every element on its side which could make for triumph in the in - portant by-election ahead.
