Mr W. F. Collins, better known as
"Uncle Billy," the first white settler in
the region of Thunder Bay, passed
peacefully away at Alpena, Mich., on
Wednesday morning, at the age of 93

prosperity of the farpner. The sources
of its wealth are agrlcultnre. The true
policy then; is the policy that makes this.
country attractive to the tillers of the eon.
Is the National Polioy doing that? The
question is plain and direct. It can be
answered vathout fury or declamation. It
is a perfect tool for the aohievement of our
national greatness if it fills up our vacant,
sores and brings prosperity to our farmers.
No one pretends that the farmers are as
well off as they should be. To assert that
they are as well or better off than their
competitors on the other side of the line, is
not to say that they are prosperous. The
National Policy does not extend their
markets or give them cheap goods. It
severely taxes them without returning a
benefit proportioned to that tax.
A larger market in the adjoining Republic
is unattainable and indeed undesirable ult•
less it comes as a result of that Republic's
care for its own interests. Tariff reform
that reduces or removes the duty upon Eng.
lish goods would strip the Government of
the money which it now fritters away in the
veiled corruption of constituencies, and
give the farmer more for his money with-
out ruining the Canadian manufacturer.—
