At considerable depths he found that
it was ordinarily impossible to see a
rock at a distance greater than about
twenty-five feet. -Under the best of
circumstances, with very clear water,
°and an unclouded sun overhead, a rock
might be perceived eighty or ninety
feet away.
He observed that the animals living
on and near the bottom would, when
alarmed, flee with great consternation
for a distance of a few yards and then
stop, believing that they had got be-
yond the sight of pursuers.
One of the practical conclusions
drawn from M. Fol's experiences is
that it will not be possible for subma-
rine vessels to move rapidly at any
considerable depth, owing to the immi-
nent danger of collision with obstacles
flat are not visible beyond a very nar-
row ramp. But those depths are not
the less interesting because they are
buried in almost impenetrable shadow.

THE TOBACCO SMOKE NUISANCE
,
Tobacco smoking in the presence of
non-smokers is unquestionably an in-
vasion of the rights of others, and the
Evening Post has done good service in
a good cause by publishing some com-
plaints from correspondents about this
great tobacco smoke nuisance. It is
an outrage on the minority that the
majority should be permitted to pol-
lute the air we breathe with tobacco
smoke in the way, that custom sanc-
tions ; there is more deadly acid in the
smoke of tobacco than nicotine itself.
Therefore the smoke is not merely un-
pleasant, but a rank poison, highly
deleterious to health. -Why this dis-
gusting and injurious nuisance is tol-
erated by civihzed beings is thus cor-
rectly accounted for by one of these
protesting correspondents ; the cause
to be twofold ; first, the moral coward-
ice of the average American. He
will allow the filthy nuisance to be
perpetrated almost everywhere and at
any time without remonstrance, sim-
ply because he is afraid of abuse, or
worse yet, of ridicule. Another cause
is the entire want of will among the
ladies in this matter." The time will
come, however, when the tobacco
smoke nuisance will be no longer tol-
erated, and the vile habit of smoking
is really a disgrace to our civilization,
besides being a gross injustice to non-
smokers.

The presiding judge of one of the
Chicago courts said to an Inter -Ocean
interviewer: "You may ransack the
pigeon -holes all over the city and
country, and look over such annual
reports as are made up, Yet they will
not tell half the truth. Not only are
the saloons of Chicago responsible for
the cost of police force fifteen petice
courts, the county jail, a greatportion
of Joliet, the longer murder trials, the
coroner's office, the morgue, the poor-
house, the reformschool,the madhouse
but go anywhere you pleaae and you

the root of all evil. The gambling -
houses of the city and the had houses
of the city are the direct outgrowth
and the boon companions of drink. Of
all the thousands of prostitutes of Chi-
cago, the downfall of almost everyone
can be traced to drunkenness."
Poverty and drunkenness! Which?
causes the other? A general opinion
prevails that poverty is the cause of
drunkenness rather than drunkenness
the cause of poverty. Let us see. If
poverty is the cause of drunkenness,
wealth must cause sobriety. But we
find rich drunkards as well as drunk-
ards who are poor, anclamation's drink
bill invariably increases as national
prosperity becomes greater. Drunk-
enness in the first place causes waste
of money -and waste of money is One
cause of poverty. Drunkenness means
waste of time, and waste of time means
loss of money -another cause of pover-
ty. Drunkenness means unreliability,
hence loss of confidence, loss of oppor-
tunity to make money -another cause
of poverty. Drunkenness means shift-
lessness, recklessness, vice, crime, dis-
ease, insanity -each of them a cause of
poverty ; and the poverty caused by
drunkenness will drag the drunkard
lower than the most abject poverty
without it. "Drunkenness shall clothe
the man with rags."
The biggest telegraph office in the
world is that of London. it is located
in the general post office building, is
not accessible to the general public. It
contains more than 3,000 operators and
its batteries are supplied by a plant of
30,000 cells.
This office does more business than
any office in the United States. It dis-
patches it business much quicker and
more quietly than our offices do, and
its main operating room is not half so
noisy,as the main office of the Western
Union company in New York.
Of these 3,000 operators about 1,000
are women. They have a room to
themselves and ,they do their work
with American Morse instruments
with register and paper reels.
In the big telegraph operating room
of Paris 1,000 operators are at work.
Nearly one-half of these are women.
The day operators work only seven
hours, while the night operators work
ten hours. The former receive about
$1 per day and the latter $1.35. -Pitts-

Out of 2,400 men on the staff of the
London Central Telegraph Department
800 are disabled on account of influenza.

fever at Baltimore Wednesday, aged 31
years. He was eight feet one inch
