GOVERNOR TILLMAN'S SPEECH AT RED
SPRINGS FAIR,
The following is the address de-
livered by Governor Tillman at Red
Springs, N. C., during the Fair of
the Farmer's Association. The
audience was to a great extent com•
posed of the descendants of the old
Scotch settlers of the two Carolinas.
Governor Tillinan spoke as fol-
lows :
THE GOVERNOR'S SPEECH.
Mr. Chairman, Ladies and Gentle-
men : Considering the fact that
about every other man I have been
introduced to since coming here is a
Mao Something, and that for the
first time I have heard a genuine
bagpipe and seen a lot of lads and
lassies in tartans, I think I may
with propriety use Burns' warn-
ing:
"Near, Land. o' Cakes acd brither
Scots,
From Maiden Kr, k to John o' Groat'.,
If there's a hole in all your c.. ate
I rode ye tent it.
A chiel'e o.cang ye lakio' notes,
An' faith he'll pent it."
It seems to me that I have struck
A STREAK OF OLD SCOTLAND
in the piney woods of North Caro-
lina. I had already known from
contact with my friends over the
border in South Carolina that there
was a large element of Scotch blood
among them, but I did not know
that it had run over the rim of this
State and that I was to coueesquare-
ly among the men from the "Land
o' Cokes."
Speaking of Scotland, my friends,
my meinory has been busy bringing
back the phantoms created by
Scotch genius. I say phantoms, but
they are not phantoms, for as you
leave the pages of history and turn
those of romance you will find that
the creations of Walter Scott were
like you and me, men and women
of flesh and blood. Think for a
moment of the teeming throng when
you turn your mind backward to
Scotch history. Wallace ! the
kuightliest soldier and geanil,est
elan the British Isles ever produced;
Bruce, old Kirkpatrick with Cress-
iugliain's head on his spear ; Rode-
rick ]Jhu and Fitz James, deadly
enernira, but sleeping together un-
der thy' same tartan the night before
their mort d combat ; Major Dugald
Daigetty, the Scotch Falstaff;
Ronald MacEagh, the child of the
mist ; Di Vernon, the dashing Di ;
Meg Merriles and Edie Ochiltroe ;
Balfour of' Burleigh, the Covenanter
fanatic ; the knightly Claverbouse,
and many other creations of the
Wi 'ird of the North. And then
comes another,€];tiros, the sweet
singer, who got his inspiration from
the flowers at his feet and composed
poetry between the plough handles.
Among his many beautiful creations
of fancy and feeling one word -
painting comes now prominently be-
fore my mind's eye,
TAM O'SHANTER, TIIE FARMER,
who went to the market town and
there among his cronies forgot to
go home soon enough. (Laughter
and applause.) Perhaps you re-
cognize the picture, for I have: no
doubt that there are lots of "Tams"
out there now amoung you, and I
heard it said yesterday, by Mr. Mc-
Millan, that son`ie of of you love
whiskey yet. (Laughter.) He said
that when you make punch you put
a quart of whiskey on the fire, and
when it is boiling hot add a little
lemon and then pour -in another
quart, but not to add water, for it
always spoiled the punch. (Laugh-
ter.) Here we have Burns again :
"With tupenny we'll fear no evil,
With usquebaugh we'll face the
devil."
(Laughter.) And I believe there
are many good wives like Tam'

Tam's away, by ties ingleside sure
ing the bairns, wondering why the
husband does not come home.
(Laughter.)

On his way home Tarn goes b
the old haunted kirk, sees a light
and, curiosity getting the better of
his discretion, steals to the window
to look in.
THE DEVIL IS FIDDLING
and the witches are dancing and
they are good looking witches, too,
because Limy were Scotch, you
know. (Laughter.) Glowering et
the young ladies with low necks
and short skirts. How often have I
joined in Burns's wish when he
says :
"Now Tarn, dear Tam, had they been
queens,
A' plump and atrappin'in their 'teens.;
Their casks, instead of creehie fl-nneo,
Been soaw white se.ei.t-'on hundred
linen.
These breeks of mine, -my only pair,
Which once were plush of good brown
hair -
I would sen gie them off my hurd•es
Far fie blink at the bonnie birdies."
(Laughter )
I see many of those same beauti-
ful witches here to -day, or at least
of that good old stock which Burns
deecribcs. When nature first her
work began-
"Her'preutice hand she tried on mao,
And then she nada the lassies, 0,"

But let me get away from Scotch
poetry and Scotch traditions, for it
is an endless though fascinating
subject.
THRASHED A MAN CV. ICE HIS

The other day, a small, harmless look -
in,; mau nuteied a New York street oar,
and accidents!ly trod ou the toes of a big

ter on the sidewalk. Greatly to hie as-

didn't last long: but that the lig fellow
had to be carried home in an ambulance,
while his diminutive antagonist walked
walked away with a cheerful smile.

THE AUTOGRAPH ALBUM

the things that have been, now laid
away among the dust and ribbons,
is the old "autograph album" of
post•bellum days, It was a fad of
our mothers and fathers, and it
numbered many of us among its
devotees in our salad days. But it
is au outgrown fad, and one that
deserves an early demise, for the
tender sentiments that clung to its
finger -narked pagee were hot house
flowers of a very forced growth.
But one does not forget the stub -
nosed, . freckled -faced boy, with
copper -toed shoes, who wrote :
"May your life have just clouds
enough to make a glorious sunset,"
and daubed the page with ink and
molasses candy -a sort of impres-
sionist view of the sunset. The
stub -nosed buy is now an attorney
i❑ Kaultas City, and was married
the other day. I remember once he
put a chew of gum down the back
of my neck, and one Fourth of
July night he blew up the Widow
Nason's hitching -post with gunpow-
der. Then there was the boy
whose father cut his hair by potting
a bowl over the top of his head,
following the edges with his shears.

In memories' casket drop one purl
for man,
I find the "purl" is there. In
my very, very youthful days I could
"lick" this square -headed boy, and
often did so. But he took a sud-
don sprout, and one day when I
tried it he gave me an unmerciful
thrashing and dragged my plumes
in the dust.. It was not so much
the hurt., for I didn't care for that
but the humiliation of it. I went
out behind Mrs. Dole's barn and
wept for the departed glories of
Israel.
Then there was the dear little girl
with curls. She wrote :

A feat in mnemonics that I fear
is too much to ask. I kissed her
once on the door -step of her papa's
house, and I remember the "wild
thrill" Steadman speaks of. But
she married somebody in Soapville
and their progeny is whittling the
public school desks this very day, I
doubt not.

a few days, wouldn't you I
