After recess Wednesday Mr. Cameron (Huron) moved the second reading of his 11111 to repeal the Franchise, Act and all amendments thereto, and to substitute the local election laws of the several proviu• ccs. Sir John 'I'houlpson said it would be ridiculous for tile House, within three mouths after a general elec. tion, to repeal the Act under which the members were elected. It would be saying that the franchise under which the house was elected was not a proper franchise, and should the Bill be passed the Oppo• sition would at once cry that there should he another general election. It' conclusion he moved that the Bill be not read the second titue now, but this day six Months hence. Mr, ?sills followed in suppof-t of the repeal of the Franchise Act, Mr. Desjardius (L Islet) made his maiden effort it' the house, and created a very favorable impression. He opposed the repeal of the Act, and pointed out that while the Opposition professed to be strobe supporters of Provincial antouotuy they seemed to forget that there should be Dominion autonomy as well. He did not believe that the Provincial Governments should have the right to say who should elect members of the Dominion Parliament. He pointed to the Province of Quebec, and showed how the lists in that Province were manipulated in favor of the Local Government. Mr. Amyot defended the action of the Quebec Government and sup ported the repeal of the Franchise Act. Mr. Daly referred to the Mani- toba Act, and claimed that the Liberal Government of that Pro. vines, had shown its approval of the Dominion Franchise Act by pro, viding for the use of the lista pre. pared under it.• Ile compared th)• local and Dominion Acts, end show- ed that the latter was the fairest of the two. The Dominion Franchise Act was most liberal. In Mani- toba it was virtually manhood suff- rage, for every man twenty-one years of age was able to earn $300 a year in that province. Mr. Watson, the one represents• tive of Gritisnl between Lake Superior and the Pacific, confessed that he was satisfied with the conduct of the returning officer of his constituency. Mr. Charlton followed in favor of repeal, after which the members were called in and the Ilouse divid- ed, with the result that the amend- ment was carried by a vote of 112 for, to 85 against. —Rev. E. R.
