M. P., WHICH 13 DIULE POLICY,
Best thing the Liberals at Ottawa
can do is to lose their present policy.
It ,lever was, is not now, and
never will be any good on earth.
Grits thought unrestricted reci-
procity was the pair of coursers that
could be harnessed in traces attach-
ed to the chariot of victory. In re-
ality it is a span of mules, with just
strength enough to drag along the
hearse, in which a once great party
is journeying to the inevitable hone
yard.—Toronto Telegram.
A VOTE OF CENSURE.
Mr, Beausoleil. M. P. for Berth-
ier, is reported as having said, while
in Montreal on his was to Ottawa,
that he intended to bring the Mani-
toba school question before the
House at the earliest possible date,
He will move, as an amendment to
the Address, a vote of censure ou
the Government for riot disallowing
the School Act,and be expecte to re
ceive not only the support of the en-
tire Opposition, but of many French•
Canadian and other Conservative
Roman Catbolicl3. The Liberate,
we ate told, anticipate that on the
division on this question theGovern-
m•ent will have a very small ma-
jority, if any at all.—The Mail.
THE MANITOBA CROPS.
Manitoba crop reports in toe
Winnipeg, .Free Press show that in
thirteen places on the main line the
bulk of the wheat is in the ground
and soWe of that sown early an inch
or two above ground. There has
also been an increase in acreage of
from ten to twenty-five percent.
The spring is the earliest known for
years, and vegetation is very much
further advanced than it was at the
sande period of last year. In High
Bluff, Portage la Prairie, Alexaud•
er, Griewold, Virden, Mooemnita,
Broadview, ,11oosejaw, Regina and
Calgary,the eeedirg is well advanced
and in some places half finished. In
Arden, Douglas and Griswold the
seeding was done. These are all sta•
tions on the main line, and report
that there is plenty of moisture and
that everything promised well.
Along the Pembina Branch the seed-
ing is shown to he progressing rapid-
ly in Morris, Morden and Holmfield.
In Clearwater, Cartwright, Bosse.
vain, Manitou, Pilot Mound, ,Crys-
tal City, Killarney and Gretna, the
seeding was nearly all done. In the
southwestern country, which takes
iu Westbourne, Minnedosa, Glad•
stone, Rapid City, Neepawa, New--
dale,
ew.dale, Strathclair, Shoal Lake, Sole -
girth, Bincarth, Lauaenburg, Rue..
sell, Birtlo, Saltcoats, Yorktown and
Prince <i17.c•ri, L, .ding was either
finished, or nearly finished, and
the most hopeful outlook prevailed.
ACROSS THE CONTINENT.
The Canada Pacific Railway is
doing work that must knock the
wind out of the Grit magnificent
stretchers and "wont pay for axle -
grease" pullbackers An era in the
progress of Canadian railways is
marked by the across continent trip
of the Canadian Pacific special that
carried Mr. Van Horne's patty and
the passengers and mails of the EIn-
press ofIndiaon her around the world
voyage. It is remarkable for a
number of reasons, not least of which
is the fact that it is the hest trans-
continental run evdr tnade by any road
from tile Pacific: coast. Tho time
between Vancouver and Montrellk
allowing for' stoppage in the noun
tains for meals and sight seeing and
for the difference of time between
the two placess, was 88 hours. There
DEPRESSION OF LAKE TRA F.
FIC.
According to the Chicago _Herald,
"for the first time in a good many
years owners of vessel property are
reluctant to fit out their'eraft for a
new season of service. Never he,,
fore, perhaps, has the general pros-
pect been so discouraging. Grain
cargoes can scarcely he had at all,
and when one is in the market the
vessel owner is glad enough to carry
it to Buffalo for two centa a bushel,
which does niuch more than pay
running expenses. There is no ore
either at Escanaba or .at the ports
on the south shore of Lake Superior
and lumber and other coarse freights
are ruling so low that it is scarcely
worth while to go after them. In
the face of this condition of things,
there has been an increase of ton-
nage dering the past winter that it
is out of all proportion to the pro-
ducts that are to be carried. Ves-
selmeu confidently predict that the
present freights, which are low
enough, will begin to decline from
the moment the big fleets of Lake
Erie fret up action, and that by the
end of May it will hardly be possi-
ble to command a paying freight
anywhere. An effort was made by
Detroit and Cleveland vessel owners
early in the spring to keep the grain
lied ore fleets out, of service until the
middle of May, but because the
railways which command fleets Of
their own would not enter into 1 he
plan it had to lie allandoned. 'I'1,e
Main cause of the present extraor-
dinary condition of things is the
almost total Zack of ore charters." --
