that the majority of people are inclined
to look upon a cold in the head as a
matter of little importance -involving
at the most only a temporary incon-
venience. No more disastrous mistake

who states that few are aware of how
near the two countries came to hostili•
ties over the fisheries question in 1888.
Mr Bayard, then United States secre-
tary of state, told Mr Wiman on one
occasion that he was afraid to open hie
mail in the mornings lest he would be
informed of some indignity shown to
the American flag by Canadian cruisers,

retaliate by force of arms. It will be
remembered that Sir Charles Tapper

by Mr Wiman, who introduced Sir

an effort to have question settled by
the statements made to him by Mr
Bayard. The Chamberlain treaty was
not ratified, but a modus vivendi was

Dominion 'government intend to extend
