Being a By -Law to raive by way of
Loan the stem of Five Thousand
Dullurs for the purpose hereinafter
mentioned.
Whereas the Municipal Corporation of tho
Village of Bayfield has resolved to raise by
way of loan the sum of Five Thoyeand
Dollars for the purpose of granting aid by
'way of a bonus to the amount of Two Thous-
and Dollars, and by way of loan for too
years without interest to the amount of Three
Thousand Dollare to John C. Kalbtleisoh of the
county of Huron 'and Province of Ontario, to
enable the said John C. Knlbfeieeh to estab-
lish and carry on a Steam Roller Grist Mill
and' a ,Planing Mill in the eaid Village, and
to raise the said sum of money it will be
necoesary for the Corporation of the Village, of
Bayfield W issue debentures for the Bunn of
Five Thousand Dollars, payable with 'utmost
as hereinafter provided,
And whereas it will require the sum of nuc
hnndred and eighty doilare to bo raised annu-
ally by special rate tor the payment of the
gratulation that the criminal C&Ie4FI paid debt art hereinafter mentioned,

the year ono thousand eight hundred and

And whereas there is now no existing debt
of the said corporation of Bayfield.
And whereas it is made necessary to nppoint.
the time and place for taking the votes et' the
duly qualified electors and for appointing
Deptty Returning officers to take the votes of
the said electors at the meeting.
Bo it therefore enacted by the Corporation
of tho Village of Bayfield, in the County of
Huron, Province ofOnteri)
I. That it shall be lawful for the Corporation
of the Village of Bayfield to raise by way of loan
from any person or persons, body or bodies cor-
porate, who may be willing to advance the sane
upon the credit of the debentures hereinafter
mentioned, a ante of money not exceeding in
the aggregate the sum of Five Thousand Dollars
and cause the same to be paid Into the Treasurer
of the said Village for the purpose and with the
object above recited.
iI. That it smell be lawful for the said Corpor•
ntion to cause any number of Debentures to be
made for such sums as niay be required, not less
than one hundred donors each; and nt.t exceed-
ing in the aggregate the sum of Five Thousand
Dollars, and that the said Debentures shall be
sealed with the seal of the Corporation and sign-
ed by the Reeve and Tiessurer thereof.
III. That the said Debentures shall bear in-
terest at and after the rate of live per centum per
annum frotn the day mentioned fur this By -Law
to take effect, which interest shag be payable on
the first days of January and July in each and
every year, at the office of the Treasurer of the
said Corporation at the Village of Bayfield.
IV. That the said Debentures shall he trade
payable at the expiration of ten years from the
date mentioned for•thie Bylaw to take effect, at
the office of the said Treasurer at Bayfield, and
shall have attached to them coupons for the
payment of interest.
V. That for the' purpose of forming a sinking
fund, for the pay !tient of the said Debentures,
an equal ,annual stun of one hundred and eighty
dollars shall, in addition to all other rates, be
raised, levied and collected by special rate upon
all rateable property In the said corporation
during the currency of tho said Debentures, or
any of them, and for the purpose of paying the
interest of the said Debentures, the sum of Two
Hundred and Fifty Dollare shall in addition to
all other rates be raised, levied and collected
from all the rateable property of the said Col,
ppooration during the currency of the Said Depen•
tureo odany of them,
VL That it shall be lawful for the said cor-
poration of the village of Bayfield to grant aid by
way of bonus to the amount of the said sura of
two thousand dollars, and by way of loan for ten
years without interest to the amount of three
thousand dollars to the said John C. Kalbtelsch,
to enable him to establish and for the purpose
of establishing a Stearn Roller Grist Mill and
Planing Mill in the Village of Bayfield, County lot.
Huron, Province of Ontario. Provided nevertho•
less that the said debentures shall not be disposed
of or parted with by the said Corporation until
the said John C. Kalbfleiech shalt have first made
a permanent investment in connection with such
Stearn Roller Grist Mill and Planing Mill of not
less than ten thousand dollars exclusive of the
five thousand dollars hereby authorized to be
granted to hint, nor until the Bald John C. Kalb•
fieiseh shall have executed and delivered to the
Corporation of the said Village of Bayfield a good
and sufficient bond to be.approved of by the said
Corporation in the sum of five thousand dollars
ae fixed and liquidated damages conditioned that
the said Steam Roller Grist • Mill shall be of the
capacity of fifty barrels per day, and shall be
kept running and in operation and in good work.
Ing order to that extent for a term of ten years,
and shall not be used for any other purpose than
that of a Steam Roller Grist Mill and that the
said Plfining Mill shall be of sufficient capa,ty
for the local trade and shall be kept In ,corking
order and running for ten yerrs . nee 'until the
buildings and machinery of ;..td faille are ineured
to the amount of five t",nusand dollars in a corn-
pany to be apprr;ed of by said Corporation, and
the insure . a policy made payable to the Village
of Ba,'O,eld, and handed over to said Corppooration;
'or until the said John C. Kalhfleisch shall have
exoeuted to the said Corporation a mortgage on
the lands oe e hich said Grist Mill and Planing
Factory are t .1,a erecdtd, free from'encumhrances

in ten yeas from the first day of January,
eighteen hundred and ninety.
VII. That til By -Law shall •come into opera-

VIii. That the votes of the electors shall be
taken on the 2,1'11 DAY OF SEPTEMBER, A.U.
1889, commeni:i•iq at the hour of nine o'clock in
the morning, and from thence continued till five
o'clock in the afternoon at the following places, -
THE TOWN HALL, BAYFIELD.
IX. That the Jteeve of the said Municipal
Corporation shall attend at the Council Room in
Bayfield on Thursday, the 190) day of September,
1889, at the hour of one o'clock P. M., for the
purpose of appointing persons to attend at the
various polling places aforesaid and final sum•
ming up of the votes respectively on behalf of
persons interested in and promoting or opposing
the By Law respectively.
X. That the Clerk of the said Corporation
ehall, nt the hour of twelve o'clock, noon, on
Saturday, the 21st day of September, A. D. 1889,
at the Town Hall, In the said Village of Bayfleld,
sum up the votes given for and against the By•
Law, and grant the requisite certificates there•
under.
