and all legislation permitted the ut-

Coming to the act itself be claimed
that if the Legislature thought there
was a moral obligation to compen-
sate the Jesuits, they had the power
and right to put their opinion into
effect. The claim alight he as weak

the constitution appointed to decide.,

say whether the Legislature arrived

MR. MCN RILL, of lrnCe, followed
in support of Col. O'Brien's amends
went. He predicated that Canada
was a Protestant country and bound
to resist the' aggressive movements
of these spiritual warrior Jesuits.
They should be thankful if they
found an asylum in this couptry.

Be'ifty u ,By -Law to raise by way of
Loan the stent of Two Thousand
Dollars for thepfufpose hereinafter
mentioned.
Whereas the Municipal Connell of the Village
of hayfield has resolved to raise by way or loan
the suet of two thousand dollars for time purpose
of granting aid by way of it bonne to that

to :suable the
said Henry Waller- & Co. to establish u'St.cain
Roller Grist Mill its the said Village, told to raise
the said sum oftndney it will be accessary for
the Village Council of the said Village of Hayfield
to iseuo Debentures fur the sum of two thousand
dollars, payable with interest as hereinafter
provided.
And whereas it will require the mum of $180
(one hundred and eighty dollars) to be raised
annually by special rate tor the paymeutof the
said debt its hereinafter mentioned.
And whereas it will require the sum of $100
(ene hundred dollars) to be rained annually by
special rate fur the payment of the interest iss
also hereinafter mentioned.
And whereas the amount of the whole rateable
property otthc said corporation, irrespective of
any income In the nature of tolls, interests,
dividends, rents ur fees from the eatd property,
and also irrespective of any income to be derived
from the temporary, investment of the Sinning
1"ued or tory part thereof acuording to the last
revised Assessment Roll of the said Corporation,
being tor the year one thousand eight hundred
and eighty-eight,iathesputot$87,451(eigbty-seven
thousandLtour hundred and fifty-one dollars).
And whereas the existing debt of the oald cos•
puration of Bayfield le as follows.:—Nothing, and
there is nothing In arrear, either for principal
or hmtereet. , .
And whereas it is made neceatary to appoint the
time mind place for taking the votes of the duly
qualified Mestere • end for appointing Deputy
Returning, Otficers to take the votes of the said
electors at the meeting. '
Be it therefore enacted by the Municipal
Council of the Village. of Baynekl, Cobnty of
Huron, province of Ontario:
I. That It shall be lawful for the Council of
the said corporation to raise hy way of loan 1rom.
any person or persons, body or bodies corporate,
who :nay be willing to advance the sante upon
time credit ot'the debentures hereinafter men-
tioned, a emu of money, not exceeding in the
aggregate the aunt of Two Thousand Dollars and
sagas the saute to be paid into the Treasurer of
time said Village for the purpose and with the'
object, above recited.
1i. That it shall be lawful for the raid Council
to Cause any number of Debentures to be made
tor such suets as uuiy be required, not lees than
one thousand dollars each; and not exceeding in
the aggregate the sum of Two Thousand Dollars,
and that the said Debentures shall be sealed with
the seal of the corporation and signed by the
Reeve and Treasurer thereof.
111. That the said Debentures shall bear inter -
634 at mid after the rate.of five per Centum per
annum from the dayy mentioned for this By -Law to
take effect, which.interest shall be payable on
the first days of January and July in each and
every year, at the oiliest of the Treasurer of the
said Municipality at the Village of Bayfield.
IV. That the said Debentures shall be made
payable at the expiration of ten years from the
date mentioned for this By Loy to take effect, at
the chine of the said Treasurer at Bayfield, and
shall have attached to them coupons fur the
payment of interest.
V. That for the purpose of forming a sinking
fund, fur the payment or- the said Debentures,
an equal al. mud sum of 8180 -(one hundred and
eighty dumas) shall, in addition to all other
rates, be lay a!, levied and collected by epecial
rate upon trim t.,teable property In the said cor-
poration damI., the currency of the said deben-
tures, or rum; of them, and fur the purpcee of
paying Ilam,. .:,st of the said Debentures, the
WIC of $10(1t hundred dullurs) shall in addi-
tion to all otic, rates be raised, levied and col•
tented from n.1 t.:me rateable property of the said
corporation d1.....g the currency of the euid
debentures or t.,.‘ of them.
V1. That IL •.tll be lawful for the Municipal
Council of the 1 ,.,ego of Bayfield to grant aid by
way way of bootie to the amount of the said
sum of 82,000 (two thousand dollars) to thoesaid
Henry Wailer & Co. to enable him to establish a
Steam Roller Grist Mill In the Village of Bayfield,
County of Huron, Province of Ontario. Provided
neverthel +dse that the said Henry Waller & Co.
shall have first made a permanent investment in
e mem ection with such Steam Roller Grist M111 of
nut less than 84,000 (four thousand dollars) in-
clusive of the 82,000(two thousand dollars) to be
granted to him, and shall have executed and
delivered to the Council of the said Municipality
a good and sutfitieut bond to be approved of by
the Council of the said Municipality in the sum
of $•2,000 (two thousand dollars) conditioned that
the said Steam Holier Orlst 51111 shell be kept
running anti In operation for a term of ten years
and shall not be used for any other purpose than
that of a Stearn Roller Grist 01111 and that the
buildings will be insured to the amount of 82,000
(two thousand dollars), endowcb insuraneepollcy
made payable tem the Village of Bayfield, and that
this By ,Law shall come lute operation on the—
day of April, 1880.
V. 'That the votes of the electors shall be
taken on the 17'rH DAY OF APRIL, A.D., 1880,
commencing at the hour of nine o'clock 1n the

o'clock in the afternoon at the following place. :

V. That the Reeve of the said Municipal Cor-
poration shall attend at the Ceuncll Room on
Monday, the lbth day of April, A,D., 1880, at the
hour of two o'clotlt P. l'l., for the purpose of
appointing persons to attend at the various poll-
ing plaeesaforesaid and final snnnntng up of the
v.vten respectively on behalf of persona Interested
in and promoting or opposing the By -Law
reepecttvely.
V. That the Clerk of the Munleipnl Corpora-
tion shall, at the hour of twelve o'clock, noon, on
Thursday, the 18th day of April, Al),..1889, at
the Town Hall, in the said Village of Hayfield,
