A POINT FOR FARMERS.
The winter will soon be past and
the time for spring sowing be at
hand. It will then be of the
greatest iluportance that farmers
should know whether they are Bow-
ing good or bad seed; that is, seed
which will have full germinating
power. Now, the Government at
Ottawa hag made provisions where-
by any agriculturist in the land,
without one ceut of coat to himself,
may know just what amount of
-vitality his seed grain possesses. An
important part oldie Expetimental
Farm system at the Capital is a
seed -testing house, where, by the
most approved scientific methods,
the percentage of germinating
power in, say, 100 seeds is
ascertained. To enable each farmer
to avail himself of this valuable
privilege, Hon. Mr. Carling has
made arrangements whereby seeds
or letters of: inquiry may bo sent
through the Mail free of•cost. It is
only uecessary to address the enve-
lope,'"(Jeutral Experimental Farm,
Ottawa,' and place ther'eu, say, 250
seeds), along with ' the writer's
address, and drop the package into
letter box or post office. In the
course of teu days or two weeks the
answer will be returned. Farmers
,aro nut so busy jest now that a
single one need deny himself this
privilege.
HARD LINES IN DAKOTA.
NEW YORK, Jan. 15.—The
Herald.',+ special from Minneapolis
says : The despatch from Fargo
which reported the extreme destitu
tion aulong the farmers in the
Western part of Welsh county, D.
T., having been promptly denied
by business men in the town. of
Park River; I wont to Walsh county
to investigate in the matter. The
result of my visit is a complete
verification of the original report
Two days were spent be me in vis-
itiug families iu their hovels in the
extreme western portion of the
country, and some of the sights
were truly pitiful. Walsh county,
is one of the wealthiest iu Dakota.
It is in a very productive region,
and has prospered accordingly.
The western portion of the county
has a rolling surface; and it is here
the that poverty-stricken people of
Walsh county wore found, The
almost total destruction of the last
wheat crop in this belt by frost has
loft the settlers without a thing to
purchase • supplies with, and in
many instances they are sugaring
from lack of food and clothing.

--Jpbn Hixsun, of Linton, Iu-
diana, is in a fair way to recover
frord one of the most -remarkable
surgical operations on record.
Tuesiey of last week Dr. J. Minuich
removed from Hixson's body almost
all of the fifth rib on the left side,
lying directly over the heart. The'
operation was mode necessary by au
abcess which began to be apparent
about three years ago. Last May a
small piece of bone worked through
to the surface. Of late his life was
despaired of. 1)r. Minnich derided
to use the knife. Hixson was on
the operating table about au hour.
The rib, when exposed, was found
to be much decayed. It was remov-
ed from its sheath, and beneath -it
the action of the heart was visible.
A large abcess was didcuvtr:d and
removed. Hixsou'a wife was pre-
sent during the oporatiou. The rib
was 1'eluoved sticcessfullyr -Since
the oporatiou Hixson has regained
his appetite, and has suffered little
pain. Dr. Minnie', is a graduate
of the University of New York, of
the class of 1856. This is the first
time that he has performed this
operation. It is, indeed, a very
rare one, though medical records
mention cases of the kind.

JUST A FEW DAYS AGO.
—For two weeks the den i monde
of St. Louis have been persecuted
by ,a letter writer who signed him-
self "Tho Seer."' Not only did he
threaten them, with judgment from
on high, but he said he do a little
"Jack the Ripper." Yesterday the
police ran down the "seer," who
proved to be a religions crank. A
woman pas arrested with him.
—An audacious robbery took
/alien in the Grand Trunk depot,
Montreal, one evening last week.
A Wm. Coad, of Hastings, Ont.,
had been paid a check for $579 on
the Bank of Toronto, Port Hope,
by James Rakins, cattle dealer, of
Port Hope. While in the depot
Mr. Cenci was hnsti'ed by some well
dressed men, and immediately after-
wards missed his pocketbook in
which was the check and railway
ticket. The Manager of the hank
at Port hope was wired to stop the
chrel:, and information was given
to the detectives. It is supposed
the job was done by a gang of Yan-
kee crooks,

weeks ago with John Bowen, a

NEWSPAPER LAWS
We call the special attention of Post
masters and subscribers to the following
synopsis of the newspaper laws
1—A postmaster is required to give
notice BY m.s;i'1'Rtr (returning a paper (loos
ant answer the law) when a subscriber does
-not take his paper out of the office, and
state the reason for its not being taken.
Any neglect to do so utakes the postmaster
responsible to the publishers for payment.
2.—If ally person orders his paper dis-
)ontinued, lie mast pay all arrearages, of
the publisher may continue to send it
until payment is male, and collect the
whop' amount, whether it be taken iron
the office or not. There can be no legal
discontinuance until the payment is made
3—Any person who takes a paper from
the post -office, whether directed to hie
name or another, or whether lie Iran sub.
scribed or not, is responsible for the pay,
4—If a subscriber orders bis paper to be
'stopped at a certain time, and the publish,

paper to discontinue it. The Judge held
