Such grants as have been given are very small in proportion to the magnitude of the problem, The Dominion Government receives a largo revenue as a result of automobiles and highway improve. anent, in duties on ears, luxury taxes, Rales taxes. etc., end these tuxes should be expended where they origi- nated, --on the Highway. It would appear very unreasonable to use these expenditures for other purpos- es, and leave the increasing highway costs to he met by .the property owner by direct taxation, especially when the highways are of such vast nation- al importance. The County of Huron has not been •receiving an equitable share of high- way expenditures from the Govern- ment, end it is expeeted that increas- ed consideration to the municipalities will be given at the next cession of the Legislature, and under tiro cir- mmetiancea I believe that the Gov- ernment should be asked to increase the subsidy towards county roads. This timely is the only county In the Province Which has not yet held a policy of insurance against loss from damages due to accidents on the Highways. As an individual, I am the one who should he pritnarily most interested in having the county. Adopt Ruch a policy,as it would cover pos. sible neglect on my part, or on the part of my organization, however, the attitude whieh I have always held is, that the intention of the law re- +;•arding. the • matter is to make the municipality Conscious of its respon- cibility,. and taus° the authorities to do,att necessar.•y.to•keep .the ,highway, safe. If the young reckless. speed. er can be made to realize that be is simply posing as a •fool in the eyes of others.. then his desire to step on the gas will be greatly cooled, Safety of the traffic on the high- ways is onto of our greatest prob- lems. and I do not thi•.nk we.'•should consider only the liability imposed by the ,Municipal Act, .but kI ,think that thought should be given to making the roads as 'fool proof as possible. As long as there are roads and cars, there will be accidents, and the care- less' and the reckless damage others as much as they do themselves. No workmen were injured to any extent while carrying out the work of the year, and it has not been neees- eery, therefore, to pay out anything for compensation.
