One asked the other if he would swear to do it, and the other answered that he would kill hitt with- in a month. I.Bayley says he saw the men as they walked off. and he cam ful- ly recognize then.. No arrests have been Made. New York, Sept. 28.—The Poore Washington special says Bayley, who gave information concerning a plot to. assassinate President Arthur, is reli� able, but the Icircnmstances of the talk indicate that the men were excited or half drunk.
