Elgin, Ill, April 28.—The high water of the two weeks past carried: away the bridge connecting the eastern portion of the city with the western: The pub lie .schools are en the west, and the majority of residences on the opposite site side. As a temporary means of transportation, the city provided a common scow as a ferry boat at a cost of $150, propelled by an ordinary rope. At 8.30 a. m., while in midstream, , they scow witha load of school children capsized, and all but one were drown- ed. It is impossible as yet to learn the names of the drowned,, as the scho- lars were constantly crossing and re- crossing. The entire population new line'the river banks, and the griefand agony of the parents is indescribable. Only one child was saved. .It clung to the scow, which drifted toward the shore, and was rescued. The current of the river is.unusually swift, and the straggling children were rapidly car- ried down the stream and drowned. • LATER,. There. were 33 little school children aboard the scow when it upset, which occurred in the middle•,of the stream. Twenty were saved by boats pub our from the shores. The names of ten,. who are missing, have not yet been ascertained. The scow used. to trans- port the cl!ililren was only 15 by 16 feet, and' was o'lcl and unfit for the purpose. Its use was condemned from the first, and, on account of.'their'fears,, many parents every day Wentz to the river to see their•children.safelly aboard and some . accompanied' them over. The presence of the parents on the river biiihk, while their helpless children were drowning in their sight, added to the awful horror of the calamity.' NO bodies have yet . been recovered.
