.A Letter From Mr. Kelso, the
Proirincial Superintendent.
The fallowing letter appeared in thr
Toronto` World about ten days ago,
"in answer tosome comments by a
correspondent. 'and by the World
editorially. on the treatment of Mrs.
Durnion and her .children. It wilt be
read with interest hereabouts, where
the case is a somewhat familiar one :
Oa Jan. 18, last tate girl Nellie, aged
about 11, was committed by the Police
MagistrateofGodetich to the Industrial
Schd'ol'on tbe.groupd. as set forth in
the eutnmitmeht papers. which I have
here. that the home surroundings were
not what they should tie, and that the
Sirl would he better away from home.
ubsequently both the magistrate and
the president of the Children's Aid
Society of anderich wrote me -that if I
would kindly find a home or situation
for the girl. •she might do' well, -and If
not to put m force the original com-
mitment... After trying h1n two
homes; aid finding her very discon-
tented..and discovering in addition that
she had received no education, I decid
ed to let her go to the school for a few
months, When there a -few days she
Ilaan away and returned to the boarding
place where 1 had tirst placed her. In-
stead of inserting on her return to the
Industrial Schgot, which I had a per-
fect right to do, I consulted her own
wishes and got her a'situation. She
still felt lonely and fretful, and asked if
I could get her sister Lottie to come

that if she would let one of the younger
children come on it short visit, she
would be safely returned to Goderich.
All this was done out of pure kindness
of heart,- arid in order to encourage
this young girl of 14 to a good and use-
ful life. At that time the younger
children were living with their mother.
and I had not tile faintest idea that
she intended to give them n,i, nor had
I any wish thatshe should do so. The
younger child did not come to Toronto
as stateda and 1 have never even seen
tae three younger children.
Three months after Nellie came to
Toronto Mrs. Durnion went to the
president of the Goderich society and
related her desire to give up the young-
er children so that adoptive homes
might be found for them. The reason
she gave was that she was going to
break up house and live with a relative
in the States. With this procedure on
the mother's part I had nothing what-
ever to do. -nor had I any knowledge
of her intentions. The president of
the society, who is a lawyer, states
that the mother was fully aware that
in signing`o er the children they would
be- sent tolardoptive homes, and --freely
consented, to this. Further, they in
formed her later that they could not
find hordes for thein in the neighbor
hood of -Goderich, and that probably
the London society could place them.

people have since written that they
have a large quantity of clothing on

for her.
MRs. UARTIE'S REPOnlr.
The statement that the homes were
not good ones is utterly false, as the
foster parents in question ate well
known people in Middlesex County,
mho are held in the highest respect,
fn addition to the guarantee of the
oondon Society that the homes were
well selected, I especially requested
Mrs. Harvie to wake a personal visit,
and her report on the two houses is as
follows :
" Lottie Durnion, visited September,
1898. placed by the London society with
an old n9d respected family in Middle-
sex • County. Consider from obser.
vation and report that the home is au
excellent one. Lottie came in looking
bright and happy. Mrs — stated
that Lottie'e mother knew where she
was, as she had been informed of the
location and home by a relative in
Goderich. Mrs.,,— explained that
Lottie was so very far behind in her
schooling nn account of past neglect,
for a girl of 12, that she did not like to
expose her to the ridicule of . the
scholars. Therefore she preferred to
teach her at home. About an hour
and a half was expended every evening
on Lottie's lessons. Her clothing was
good. even though she had been in the
home but a few weeks-; hut coming as
she did so destitute much required- to
be (lone for her in this respe-ctr Lottie
answered me that she was perfectly
happy and never wished to return
either to her mother or Goderich again.
I inquired about her work. Said she
assisted in the hodsebold, Mrs. -- is
a gentle, refined, intelligent lady, -and
in my opinion Lottie torrid only receive
benefit from the influences in this
home. Mrs. 13— is a member of the
Presbyterian church."

ample means. When 1 called the child
was well dressed, well and even
tenderly cared for and perfebtiy happy.
Asked her if she liked her new home,
and her eager answer, yes. and that
she never wanted to go away, con-
vinced me that she was more than con-
tent. A neighbor (a well-dressed and
intelligent looking lady) was making a
call. and in the absence of Mrs. 13—
from the room -I inquired if this was a
gond home for the child. The reply,
'The little thing could not have a
better,' was earnestly and *varmly
given. Mrs. B— stated that when
Flossie came her speech and manners
were rough and coarse, but she was
forgetting some of these things. Mrs.
13— is a respected member of the
Presbyterian Church. The child was
comfortably dressed when 1 called. and
showed me a

quantity, of new material to make up
for her. This is the second time I
have visited this home, as for some
two years Mrs- 13— gave a bonne to a
little girl placed by the London society.
The home has also been visited, I
believe. more than once by the
treasurer of the London C. A. Society.
First time of my visit was entertained
- by the Mayor of the town, who, with
other friends, spoke highly of the
- hgtne."
The action of the 'two societies was
taken at the mother's request, and they
feel very much aggrieved to think that
- after doing their best to help her they
• should now conte in for so much mis-
representation.

Intrinsic worth is sure to be recog-
nized sooner or later. There never has
been any extravagant advertising of
