Goderich March, 21st 1870. Ottawe, March 14.
Mr. Stephenson move for repo
pecting Harbors of Refuge on Lakes Erie
and Huron ; urging the necessity of their
construction by showing that, within a few
years 76 vessels had been wrecked and
125 lives lost.
Mr Cameron (Huroh) argued that har-
bours on Lake Hurott were for the benefit
of the whole Countr y 1, and not for any one
section of it. He reininded the House
that the subject bad been before the
Government for fifteen years; that money
had actually been vetted for it ; and that
so long ago as 1860, a committee reported
that theimprovements in question were urg-
ently needed. He declared that in the
last ten years enough property had been
lost to pay for four harbnurs of refuge,
whilst the effect of this negligence on the
part of the Government had been to drive
Canadian vessels off the Lakes.
Hon. Mr. Langevin said the Govern-
ment had not lost sight of the subjecabut
it was veryimportatit a proper site should
be selected. For two years a survey had
been goingnorward, and he had lately re-
ceived a very fnll report from the Chief
Engineer, which would. soon be in the
hands cf the members. The Government
intentled to ask for a grant, and immedi-
lately eminence the works necessary. He
affirmed they had a policy on the sub-

CHAPTER II. .,
About a month after. iny return home,
while I was still the victim of my affection
for a shadew, I received a friendly and
pleasant letter from my young lietitenant,
Harry Deemonil, inviting me to spend the
apprimching Carisona.s at Castle Desmond,
his father's place in Ireland. This epistle
• was an agreeable surprise to me. .
Harry Desmond wae the younger son of
a wealthy and aristocratie faintly ; but the
First Lord of the Admiralty at the time
chose to ape quite a Roman virtue of dis-

goad appointeneuts to men who had small

himself my subordinate on bmrd the Viper
However, he thus gained the advantaoe of

Desmond was a fine old place in a good
neiebbonrhood,he was parfectly reconciled
to the loss of a little sea -time, which is not
given for surveying service. • I was glad. to
accept tbe Invitation. Harry was a capit-
al fellow. Moreover, I was not unwilliug
to try and shake oft the gloinn- whieth op- _
pressed -env in my quiet room. There was
no reasen te decline the invitation. The
Viper was laid np in ordinary, with only
an extra man or two on board her ; the
other sailors were on shore ; Joe Sims, had
accumpauied me time as my servant.
Panker had, with in -y leave, genetto Ireland
with my lieutenant. Very shortly, there-
fore, I started fur Cork, accompanied by
my seaman atteadant, and in dae time
reached Castle Desmond, a picturesque

his objection to a suggestion from Mr.

he said amid loud cheers, 'at all costs, and

a remark that was received with renewed
applause. Mr. Mackenzie made a vigorous
