The mcderniaation program"was
initiated by the '1956 council and
carried through by the present
council. The work has.. been co-
oraiaated by Frank Kling, chair-
man of the Public Utility Commis -
to sign. under the direction of the
council's property committee, of
which Scott Habkirk is the chair-
man. In advancing the alterations,
consideration had to be given to
making facilities available so that
the day-to-day operations, both of
the Clerk's office and of the Pub-
lic Utility, could be carried on.
This meant that the work had to
praceed._.int short stages
Work on the second floor,'which
remains to be completed, includes
provision of a lounge room prom-
ised the Women's Institute, and re-
modelling of the court roam and
judge's room. At present, access
to the second floor is by a flight
of narrow service stairs, and this
requires to be replaced with stairs
designed for public use and to open
up the approach to the second
floor.

With the building of new rail-
ways into Bruce 2,id North Huron,
a very great share of this trade
has been withdrawn from Seaforth.
and centred towards certain north-
ern points and others of al-
most equal imporunce. which have
since then sprung into existence
on all sides with the introduction
of those highways of civilization
and commerce. Still. the mercan-
tile interests of the place have not
been so adversely affected as
might be supposed in consequence
of the above causes. except with
jobbing alone. which in those days
was beginning to assume quite
extensive proportions in some par-
ticular lines. It is the opinion of
those well informed on such mat-
ters, than the retail trade has even
kept on increasing, partly for the
reason that the splendid stores
and enterprise of the Seaforth mer-
chants offer inducements which
have attracted much local trade
from neighboring towns and,villag-
es. and partly because the tract
of country to the north. immedi-
ately tributary to the town in a
•
business point of view, has been
aeveloped.
Thus by 1367 Seaforth had ar-
:iv2d at such a stage as warrant-
ed its citizens meditating incorpor-
ation as a separate municipality.
'.This was accomplished under the
general provisions of those clauses
cf the Municipal Act r,ferring to
iru:pendent incorporations. The
b •-iaw was numbered 9. of the year
67. and after the usual preamble,
stating that the census (taken by
William M. Watson) showed a pop-
ulation of 1.056 souls, it made pro-
visions for carrying incorporation
into force, by defining the terri-
tory in the new municipality as
being composed of "Lots 10 and 11
and the east half of Lot 12 in the
Township of Tuckersmith, and
southwest quarter of Lot 24. the
south halves of Lots 25 and 26,
and the southeast quarter of Lot
27, in the first Concession of Mc-
Killop, covering an area of 400
acres"; and by appointing James
G A. Benson, Returning Officer, for
the ensuing elections. which were
held in the old village schoolhouse.

The various details for the car-
rying out of the object above set
forth were duly perfected, and the
Incorporated Village of Seaforth
became an accomplished fact on
the lst of January, 1868. the first
Municipal Council being as fol-
lows: Reeve, Dr. Coleman; Coun-
cillors, Messrs. Beattie. Hatt, Mc-
Dougall, Strong; Clerk. T. P. Bull.
Next year. S. G. McCaughey was
elected Reeve, continuing to fill
the office the two succeeding
years. being followed in 1873 by
James H. Benson, who was re-
elected for 1874.
So great had been the progress
of Seaforth during the above few
years since its first incorporation.
that in the year 1874 the necessary
steps were taken to have it incor-
porated as a town, and it entered
upon its new municipal existence
with the advent of the year 1875;
for which year A. Armitage was
the first Mayor, D. D. Wilson.
Reeve.
In 1876 Mr. Armitage and Mr.
Wilson again filled the above posi-
tions; when Dr. Coleman was
Mayor for two years. M. Y. Mc-
Lean being elected Reeve for 1877,
and D. D. Wilson again in 1878.
For the current year the munici-
pal officers are as follows: Mayor,
T. T. Coleman. M.D.; Reeve. D.
D. Wilson; Councillors, Jas. Beat-
tie, John Campbell, N. Cluff, John
Dorsey, W. Grassie. L. Murphy,
A. Stewart, A. Strong. G, William-
son; Clerk and Treasurer, William
Elliott; Auditors. James Cline, W.
N. Watson; Assessor, Edward
Cash; Collector and Chief Con-
stable, C. M. Dunlop; Market
Clerk. William Dorrance; Chief of
Fire Brigade, James Cline.
