Hay Council dears Group
On Natural Gas Franchise
The regular monthly meeting of
the Council of the Township of
Ho war held in the Township
Hall, Zurich, on Monday, Oct. 4,
at 8 p.m., with a full attendance.
The minutes were read and the
delegation, composed of the Zurich
1Polico Village Trustees sand the
F. E. Shaw Ltd., engineers and
contractors of Sarnia, submitted an
application for a franchise to serve
Zurich residents with natural gas,
were heard.
The following motions were
passed: That the minutes of the
August 30, Sept. 10, 16 and 24
meetings be adopted as read. That
having received a written request
from Ivan Yungblut to have the
tiled !shah of the Schwalm Drain,
west from the main drain through
south half of Lot 22, cleaned out,
the Clerk notify the engineer, C.

County Council Will Issue
Debentures for $300,000
The balance of $300,090 needed
to finance the erection of the new
Count House and County Building
in Goderich will be raised through
the issue of debentures over a
period of five years, necessitating
an annual levy of 1.2 mills, Huron
County Council decided at a ape-
cial session in Goderich last Thurs-
day.
Council gave first and second
readings to the by-law necessary
for the issuing of debentures and
it will be forwarded to the Ontario
Municipal Board for approval.
Three weeks ago council let the
contract for construction of the
new building to Ellis -Don Limited,
London, ata cost of $640,261.

He explained last week that the
special session was necessary since
it would be impossible to go on
with the contract for building un-
less arrangements were made for
all the money needed to complete
the project.
At the meeting the Property
Committee reported it had investi-
gated methods of financing the
balance. Bank rates for a tem-
porary loan would he 41/4 per cent
payable monthly, the committee's
report said, and to raise the money
in three years on a temporary -loan
would require a two -mill levy. To
raise the money over a five-year
period through debentures would
require an annual levy of 1.2 mills.
Mr. Erskine explained that the
actual levy would likely be about
one mill, with the other one-fifth
of a mill being absorbed in the
county's financial structure.
The schedule for borrowing the
$300,000 on three per cent deben-
tures for five years, would be as
follows :

The Ninth Series of Canada Savings Bonds will go on sale
October 18th. The bonds will be dated November 1st, 1954
and will moture 12 years later on November 1st, 1966. They
will pay a full 31/4% interest per year to maturity and will carry

$100, subject to the approval of
the Ontario Municipal Board.
Answering a question on County
Home operation and indigent pat-
ient costs, Mr. Erskine told coun-
cil that the home operation next
year would he higher with more
patients and more staff and indi-
gent costs would also be higher.
The indigent rate was boosted for
the last half of this year, he point-
ed out, and the boost would apply
to the whole of next year. "In-
digent bills run from $8.000 to
$9,000 a month now," he said.-

Anniversary services were held
in Cavan Church, Winthrop, on
Sunday, when Rev. Harold Snell,
of James St United Church, Exe-
ter, was the guest speaker. He
preached two inspiringsermons,
at 11 a.m. and 7:30 p.m. The mus-
ic for the morning included two
anthems by the choir. A. quart-
ette, consisting of Miss Lorraine
Smith; Lois Ann and Joan Somer-
ville and Mr. Oliver Pryce, and
Mrs. F. Kling, Seaforth, and Mrs.
R. K. McFarlane sang a duet. Mrs.
Oliver Anderson presided at the
organ. In the evening the choir
sang two anthems and the quart-
ette one number. Miss Margaret
Boyd was soloist in the anthem at
the morning service and Miss Lois
Ann Somerville at the evening ser-
vice. Contributions totalled $677.

The Town Hall, Hensall. was
crowded to capacity Wednesday
evening, Oct. 13, for a reception
tendered to Mr. and Mrs. Ross
Corbett, newlyweds. During the
course of the evening they were
presented with a chesterfield suite,

Thankoffering
An open tha.nkoffering meeting
was held on Monday, Oct. 11, at 8
p.m. in Cavan Church. Bethel and
Duff's congregations were especial-
ly invited to attend this meeting.
With Mrs. W. Dodds presiding for
the worship service, the meeting
was opened with a suitable poem.
The opening hymn 41 was read by
Mrs. R. Bolton. Mrs. R. McFar-
lane led in prayer. Words of wel-
come were extended byeeirs. Dodds,
