The Warden addiressed council Stan
in,g that as this was the final day and
that as there were no immediate mat-
•ters pending, -he would recommend
that we come under the' heading, "Re-
ports of Committees."
The report of the Education Com-
mittee was read to eouncil and on
motioe was reread clause by clause
with Reeve Westcott in the chair and
finally adopted without amendinent.
The Report of the Property Com-
mitiee wae read to council and on
monon re -read clause by clause with
as neighboring non -planted land of, -Reeve Davidson in the chair and fin -
similar soil 'and site conditions; and
°: that a copy of this resolution, be sent
to Department of Municipal Affairs
and to our representatives in the Leg -
Mr. Thos. Pryde, formerly Reeve of
Exeter, being present, was called on
to speak to council.
Mr.' Trewartha., formerly a Warden
of Huron County, aleo addressed coun-
cil briefly. He intimated the neces-
sity for wise action, on the part of
connty councillors throughout the
Province, especially at the present
time, -having in mind the tendency of
provincial gevernments in recent years
to take mere and more power. out of
the hands of comity 'councils.
Mrs. Fred Oster, 'District President
of the West Huron imvision of the
'Women's Institute, addressed council.
She said there were three Institutes•
in the eounty, East, West aed South,
and she spoke on behalf of the 'nett-
tutes as a whole. Last year the West
Huron Wamen's IIIStitllte had receiv-
ed a grant from the county . and this
• year she spoke on behalf of the East
Huron division who had applied for a
grant. ' It was the intention of the
Institete to only request a grant for
one institute each year. This lady
was thanked for her explanation of
the Work of the Institute and was ad-
vised consideration would be given
later in the Session.
Thomas. J. Mc.Lean, of Wingham, ad-
dressed council in respect to a his-
tory of Huron County.
Mr. J. T. Currie, of East Wewanosh,
a fernier member of eouncil, also old-
est tieing ex -Warden, spoke following
Mr. McLean and endorsed Mr. Mc-
Lean's Proposal.
Davidson- Bowmae: That Mr. Mc-
Lean meet the PrOperty Committee
and. the Property Committee bring in
report.

Home is contained in the report of
the Ins,pector. It shows that no charge
was made to the County in 1936 and
they have .$2;300 in the bank to end
the year. In the final analysis of rev-
enue and expenditure, with all ac-
counts payable and accounts receiv-
able taken into consideratima, the op-
erating deficit for the year is $6,010.
This figure is confirmed in the report
of the county auditor. -A. H. Erskine,
I herewith submit the estimated ex-
penditures for 1937; the estimated rev-
enues and estimated mill rates for
same according to their several ac-
counts, with comparisons of. three
preceding years.

been guided by the contents'of a let-
ter from the Department of Municipal
Affairs that stated the Province pro-
posed_theassume fell costs of Mothers'
Allowaeces and Old Age Penaions, the
den Costs. This proposed) scheme is
to be retroactive to Janoary 1, 1937.
Should the final passin,g of legislation
change the present outline, supple-
mentary estimates could be submit-
ted! in June. :The above estimates do
not include tilie, costs- of secondary ed-
ucation which is chargeable to the
townships only. The cost of second-
ary education cannot be given at this
time as the reports from •schools do
not have to he returned until March,
also the cests will vary for townships
as ta the numbers of pupils from dif-
ferent municipalities. The above rate
-ef 4 mills would be the total „rate for
-the towns and villages inethe county.
