ed," he ,said, "that the division of
'corporate ,maperby tin any munici-
pality will be approximately the same
as the division of private property.
We always know how much private.
property is' assessed to separate
school 'supporters and harn much to
public school .suppentere. All we have
to 'do is to look at the assessment
rolls, and so we make the division
. of corporate assessment in the same
proportion."
Both Liberal and Conservative par,
ties, from their 'records in office, said
the attorney -general, do not propose
abolition of separate schools or any
effeet in that . direction, and the par -
'ties agreed, from their record's, that
while separate schools, remain they
must be suppOrted .",to the extent
that they can operate and the chil-
dren 'be properly educated."
Charles Zwicker, ef Crediton, was
returned as .president, 'and John A.
McEwen, Brucefield, as secretary of
the federal association, while Harry
Snath is honorary president, and Ross
TaylbeetlevereGeiger and Mrs. S;Wil:"
lianas are vice-president. South Hur-
on Liberals returned George Stan -
bury, .K.C., 'Exeter, as president of
the provincial ineociation, and Frank
Fingland as secretary. Honorary
presidents are Owen Geiger, T. G.
Shillinglaw 'and John Eseery, while
vice-presliderobs are Dr. J. W. Shaw,
J. 'N'teGavin and Mrs. D. McIsaaa
Charles Fritz, Of Zurich, is treasurer
of bath.
Mr. .'Stanbury told the gathering
that its federal member, W. H.
Golding, wase unable to be :present,
'being 'occupied in Ottawa as a mem-
ber, , of the. 'agriculture committee
which "is trying to get a better deal
Dor the farmer" on his agricultural
implements.
James Ballantyne, M.L.A. for South
Huron, introdneed Mr. Roebuck and
spoke 'briefly. He believed that Pre-
mier Hepburn and his 'colleagues were
doing a good job "in cleaning up the
mese that was left for them" by the
Henry 'government.
Mr. Roebirek went into the history
•of school legialation, and said that
while the act of 1886 settled the prin--
akelneefediviailon of 'corporatte proper-,
ty m proportion. to the .ownerehiptf
shares., it did not solve the practica'l.
• difficulties' of the division. Directors
failed to take action and "financial
conditions in the separate schools be-
came progressively worse."
Under former Premier George
Henry, the at of 1930 "set aside the
peinciple equality of division in
accordance with school population
and, substituted a division at the un-
aevised discretion of the minister of
education.",
'In that enactnient "all principle ;n
the division of lotomey (between public
and separate schaols. was abolished
-and the minister was given carte
blanche to do as he 'liked."
Grants to public schools in 1931,
Said the attorney -general, increased
3. 1-3 per cent. -over those in 1930,
while grants to separate ,schools in-
creased" 50 per eent. Public school
grants in 1934, compared with 1929,
were less :by $541,806.60, but grants
to' separate schools were $206,736.36
greater.
The Conservative policy, he charg-
