plan to facilitate the economic ex-
ploitation of Siberia by 'Canadian fur
trading coun'panite in an interesting
theory which is 'being discussed here
In circles usually welleinfoensed in
regard to Canadian .affairs, Your
correspondent 'is told by a Canadian
financial man, now 21. resident of New
York City, and a shareholder in the
Hudson Bay Company, that the Hud-
son Bay Company leas been in Siberia
for over eighteen months. The com-
pany he claims is determined to sup-
plement its Canadian sources by Si-
berian sources. Steps, important
steps, have already been taken in
this direction, your correspondent is
told, with the entire approval of 'both
the Canadian and the British Imperial
Governments. Stefansson, it is wen
known both here and in 'Canada, is
very close to the Canadian Govern-
ment ofl'ieialg, He is said to be equal-
ly close to the officials of the Hud-
son Bay Company. Thus while, ac-
cording to my informant, he is usual-
ly believed to have acted on behalf
of the Dominion Government in send-
ing an expedition to Wrangel's Is-
land, it is not altogether anvpossible,
in view of his previous connections
with the Hudson Bay 'Company that
their interests were not entirely ab-
sent from his mind.
To those who know anything of
the rich fur resources of Siberia, the
planting of the British flag on
Wrangel's Island, the visit of Semen -
off to America, the presence of rep-
resentatives of the ,Hudson Bay Com-
pany in Siberia and the apparent un-
willingness of the Canadian immigra-
tion authorities to let the Russian
White leader land in Canada, ars
all indications of the international
struggle which is going on between
the fur trading corporations of Can-
ada, the United States and Japan for
control of the Siberian fur trade. So
far Canada and the Hudson Bay
Company have the best of the
struggle and seem •to lead by a con-
siderable distance, How long they
will maintain this lead it is difficult
to say. My informant is laying his
bets on Canada.
So far as Stefansson's claim to
Wrangel's Island itself is concerned,
the State Department at Washing-
ton, is apparently determined to
question Canada's claim. The State
Department claims that the Island
belongs to _the United States.

A CAMPAIGN TO KEEP AMERI-
CAN FARMER AT HOME
Commenting upon Canada's im-
migration problem, the New York
Post suggests editorially that Canada
must look to the United States for
the farmers who are to develop her
Western lands. The permanent rise
in - American Land 'prices due to the
war should send many farmers' sons
and renters northward, the newspaper
believes.
`Canada does not cane for any ex-
cept rural settlers," the newspaper
continues. "In the Province of Man-
itoba and Saskatchewan atone there
are 16,000,000 fertile acres within
easy reach of the railways and the
lands which wait only 'farm develop-
ment before railways are pushed into
them are almost limitless. The chief
hope of Canada for mere farmera
must lie in immigration from our
Western States."
The expressed belief of Thomas
Genet, Commissioner of Immigration
that "not less than 148,000 new set-
tlers will arrive in Canada this year,"
is tantamount to a prediction that at
least 50,000 more immu•granta than in
the past year will arrive during Can-
ada's fiscal year commencing April
1st. Approximately 90,000 immi-
grants came to Canada in the gov-
ernment year closed this week, com-
pared with 148,500 in the previous
fiscal year.. This latter is the largest
number 8f new arrivals in 'the
Dominion for any one year since
1914.

timism Winnipeg business interests
have begun to (hear reports that in-
dicate a slowing down of the Ameri-
can farmer movement into Canada,
which is likely to put a serious crimp
in the West's hopes of renewed set-
tlement from this source.
Through their colonization depart-
ments the Canadian railways, here,
are pursuing an energetic eannpaign
for farmer settlers from the United
States, and while it is reported that
a considerable number of American
farmers will come to the Dominion
this season to "spy out the land"—
taking advantage of the one fare
trip which the roads are offering—
it is
byno means certain a: that the def-
inite immigration will reach any sub-
stantial size this year. An emissary
of the Winnipeg Tribune who has
been travelling through the neighbor-
ing states to determine the probable
extent of the American -farmer -invas-
ion of the, "o airie provinces, finds
that organized' apposition to this mi-
gration from the border states is de-
veloping. Already the small towns of
Minnesota, the Dakotas and Iowa,
jealous of their flitting population
are organizing community clubs.
These clubs have their centres in the
towns but the membership is essen-
tially agrarian, and .the avowed aim
of the clubs is to retain farmers of
the community.
G. C. Porters writing in the Winni-
peg Tribune from Fargo, North Da-
kota, says of the operations of these
"community clubs:"
"If a member !learns of a farmer
who is contemplating going north of
the line, the fact is at once reported
to the executive committee. At once
the man is looked up. Why is he
going? What does be need to keep
him at home?; If .he can't get ibis
lease renewed, provided he is a ten-
ant farmer and is• moving for that
reason to 'Canada, it is the comlmit-
tees business to skirmish around and
try to find a farm that be can lease.
Does he want to buy? It is the com-
mittee's business to examine into the
sn:an's qualifications, If he is the de-
sirable type, .the meareot small bank
takes up his case and a farm is found
for him and financed by the men of

(DIGGING FOR DIAMONDS
On the banks of the Vaal river,
extending for perhaps 150 miles,
dwell a number of people who follow
the precarious occupation of digging
for diamonds.. In this work one gen-
erally has g partner—,a 'chosen re-
liable pal—brut before beginning op-
erations the following conditions
must be complied with: First hav-
ing decided where to begih opera-
tions, the digger applys through the
local magistrate for a license. He
has to answer many questions and
'his name is posted up in official
places for a period of three weeks.
If no objection is raised during that
period and the diamond detective
staff approves, he is given a digger's
license. He next applies to the claim
inspectof for a claim license.
Claims vary in size and ,may be
approximately 80x80 feet. At low
water some are pegged in the river
bed itself, while others are on the
higher ground on the banks.
The diamonds are found in the
gravel, which extends -in depth from
three feet to twenty feet and the
simplest explanation of Bow the prec-
ious stones are there is—volcanic
eruption.
The claim having been pegged,
tent erected, picks .Arid shovels pro-
cured, and also foodstuffs, generally
consisting of Boer meal (flour), tin-
ned meats, coffee, tea and sugar—all
those
can be bought at the local
store— the next point is native
labor.
The river abounds in "skilled Kaf-
fir boys who have perhaps worked
all their lives. They are wonderfully
quick at spotting a atone, and can
be engaged at a weekly wage of $2.50
end their food.
The boys get to work at removing
large boulders, and working the
gravel to one end of the claim.
The rotary .machine comes in 'here
for dealing with the gravel; .this is a
circular iron tank ten feet in diam-
eter, three feet deep, with a vertical
arae to which are connected two
horizontal arms, from which protrude
several iron prongs.
A quantity of gravel having been
placed inside the tank, which .is
almost filled to the top with water,
the two handles which protrude from
the tank are manned and when these
are turned the iron arms, revolving,
keep the whale ,mass moving.
The object of this is to clean the
gravel.
After sorting, the diamonds should
be right on top in the centre of the
heap.
Presuming that the digger makes
a find, 'his first duty is to enter into
a regester, full ,particulars—namely,
date of discovery, size, weight, color,
name of buyer, and price obtained.
Buyers attend on certain days,
their arrival being announced by the
'hoisting of a flag at the local store,
each buyer having a distinctive col-
ored flag'.
