LAW MAKERS' :AND MOVIES
. On July 1st will come-' late force
in our fair province certain novel
atatutesaffeeting the institution of
marriage and the status of children
born in and out of wedlock. These
are some of the two; hundred odd laws'
the farmer legislators found time to
sanction in those dull interludes - of
more congenial attendanee at lion.
Peter Smith's moving picture - allow
across the corridor from the legi:
slative chamber.
I am merely referrihg to the pic-
ture show, not criticising it. There
is- even a word to be said in pallia-
tion for the parliamentary movies.
If it were. not for the show going full
blast every night, the farmers in the
long sessions of business which was
above the heads of Many of them,
might, from stagnation, have grown
Moss on their shoulders. But watch-
ing the fast life on the screen, these
helpers at the provincial law mill
managed to put in the nightly vigils
quite pleasantly,drinking in such
draughts of inspiration as are afford-
ed by the excruciating embarrass-
ments of "The Blushing Bride,"
"Twin Beds," "Passion," and -but
wouldn't it be rather a good idea for
the sympathetic "Star" to interview
the lion. Peter on the theme of ser-
vice in this particular connection -
the incentive of the cinema to adop-
tion of the latest social uplift laws
that may contain or conceal to their
frills the germ of the harem and
cther seeds of progress.
I have a serious attention in this
article which must not bear the marks
of levity. The moving picture show
is a most` expensive way of amusing
the farmers who cannot interest
themselves in legislation, but who
must be kept in the house in case
their votes are required. It is an
item in the high cost of democracy.
Certain it is that as the people's re-
presentatives grow less intelligent,
the cost of maintaining them in-
-creases. The leading 'Members of
the House would not be seen near
the picture show. But with that
innate craving for bread and the
circus that abides forever in the
rank and file, the show and a free
lunch after, had to be run to help
the others to pass away the tedious
nights. The elected person of the
future must not alone be paid, he
must be amused and fed at the public
expense.
This is a serious matter. It is not
quite prudent indeed to talk about
the Ontario legislature except with
gravity. J can recall how the Hon.
Ernest Drury himself, in the gander
squeak to which he .can sometimes
raise an oratorical effort, reminded
the House on a iertain occasion that'
it is nothing short of anarchy for
anyone to question the wisdom of
even the least of the laws of this
good province. But with a moving

of children amends the spec com-

not covet thy neighbor's wife," by
adding thereto the words: ."But thou
rnayst adopt her as thy child." Sec-
tion 4 of this Act tells the elanses
of persons who nine be adopted. Sub-
section (c) says the consent of the
husband may be required "if the
child is a married woman." But
then again the consent of the husband
may be dispensed with if the hus-
band does not appear and object; if
a county judge, district judge, or

The word "adoption" in this law
as applied to a married woman is
justly suspect of being a euphemism
for a relationship of a different sort
than that of father and daughter. It
is to be .remarked that sister and
aunt are excluded from the same re-
