The June session of the County
Council opened at the Court House,
Goderict on Tuesday, with all the
members present, except Mr. Cat,
of Blyth, who was absent through
illness.
The minutes of the last session of
the January meeting were read and
adopted.
The following communications were
then read:

of the whole to take up the matter
of the equalization of the assessment
of the different municipalities of the

In committee it was moved by
Messrs. Laporte and Young that the
equalized value of the county for this
year be the same as for the year
1919. The motion was adopted.
Moved by Messrs. Spotton and
Wallis that a memorial tablet be se-
cured and placed in the hall of the
Court House in memory of the late
Donald Patterson.—Carried. -
Large and influential deputations
were present from Goderich, Clinton,
Seaforth and Wingham to ask` the
council to consilier the advisability of
providing liberal grants for hospital'
accommodation of the county. The
deputation was coinposed of His
Honor, Judge Dickson, Goderch;
Messrs. Dr. Redmond and McLean, of
Winghain; Dr. Gandier, of Clinton,
and Messrs. J. A. Stewart, A. D.
Sutherland, Rey. • H. Brown and
Dr. H. Ross,' of Seaforth.
Warde assured the deputa-
thaw that their representations would
receive the best consideration of the
council and the deputation withdrew.
Ex-Warde, J. M. GovenlOok, M:P.P.,
was present' and spoke briefly in re-
sponse to an invitation frem the
Warden.
On motion of Messrs. Douglas and
Laporte, the- council adjourned until
9.30 Thursday morning.
Thursday
The County Engineer's report was
presented, read by the clerk and adopt-
ed on motion of Messrs. Clark and
Neeb.
The Treasurer presented the stete-
meet called for by the motion of Me.
Young e of the expellicaure on the
different municipalities this year up
to June 1st, on the good roads, a-
mounting to $20,462.08.
On motion - of Messrs. Doig and
Neeb a vote of thanks was passed to
the Treasurer and Clerk for financing
a deal on bonds by which a 'consider-
able saving to the county was effect-
ed.
The Warden's Committee reported
and their report was taken up in
Committee of the whole, with Mr.
Elston in the chair. The repbrt was
adopted.
Moved by Messrs. Neeb and Webb
that a bridge known as the Delahaye
Bridge on the south boundary of
Huron and Mud Creek Bridge on the
same boundary between the townships
of Stephen and McGillivray, being in
a bad state of repair and may require
reconstruction, receive the immediate'
attention of our 'engineer, and that the
engineer be instructed to arrange with
the engineer of Middlesex to have
this matter dealt with at an. early
date—Referred to Road and Bridge
Committee.
Moved by Messrs. Neeb and Webb
that a bridge situated On Lake Shore
Road, south of Grand Bend, being in
a bad state of repair, receive the at-
tention of the engineer and that he
have the same reconstructed if he
deems it advisable.—Sent to Road and
Bridge Committee.
Moved by Messrs. Doig and Elston
that the council attend the meeting
in Clinton at which Mr. Biggs will be
in attendance on 'Tune 15th, as a
council in accordance with a motion
at the January session.—Carried.
After the noon adjournment, the
council as a tribute to the King, this
being his birthday, rose and sang "God
Save the King."

in the chair. The report was adopt-

Mr. Doig wished the matter of the
control and ownership of crushers
definitely settled. It was suggested
that the Good Roads Commission
make inquiries and report.
Dr. Clark spoke of the repairing
of the floor or reflooring the Sanford
bridge and this will be considered by
the Good Roads Commission.
It was suggested. by Mr. Doig that
the township which had paid for
crushers be re-imbursed by the comi-
ty, less the township's share of cost,
and that the crushers become the
property of the comity -and their use
paid for by each township using them..
Mr. Young brought up the matter
of the maintenance of large county
claim for auto damages of $6.75.— bridges which should not be charged

Township of Stephen.—Mud Creek
Bridge on Road No. 4; an old wooden

inspector to act in conjunction with
the Reeves in investigating the do-
cumstances of applicants for admis-
sion. The clause empowering the
inspector to sign cheques was not
concurred in. The report As amend-
ed was then adopted.
The Special Hospital Committee,
reported. The committee presented
two reports, a majority report signed
by Gordon Young and a Minority re-
port presented by Mr. Trewartha. The
council went into committee on the
reports with Dr. Clark in the chair.
These reports were thoroughly and
ably discussed by several of the mem-
bers, and the ddresses were of a
high order, and showed that the
speakers had given much and serious
thought to the question. On motion
of Messrs. Laporte and Currie the
debate in question was adjourned
until the evening session,
Dr. Clark was again called to the
chair,. after the adjournment, and the
council went into committee of the
whole • to. dispose of the matter of
the proposal to make grants to hot-
pitale.in the county„„Man"*.;exeellent
addresses were given by the mem-
bers of the council, who took ad-
vantage of the occasion to express
their opinions on the important issue
before them. A vote being taken
in committee resulted in the majority
report being rejected by a vote of 7
to 18, and the minority report carried
by a vote of 15 to 9. An amend-
ment to the reports moved in com-
mittee by Messrs. McNabb and Wallis,
that a grant of $15,000 be mad,e to
one hospital in the county, providing
the town where it was located give
an equivalent, was withdrawn.
On the Warden resuming the chair
the yeas and nays were demanded
by Mr. Gordon Young on the majority
report and the vote resulted as fol-
lows: Yeas—Messrs. Beavers, Clark,
Currie, Elston Grieve, Mitchell, Tip-

and County Clerk G. W. Holman be
each granted a vacation this year,
and that during the absence of the
Treasurer, Mr. Holman be appointed
Treasurer and during, the absence of
Mr. Holman, Mr. Laiie be appointed
acting clerk, and that the Warden
issue his' warrents at the proper time
to' carry out this resolution.—Carried.
Moved by Messrs. Young and Pur -
don that the amount of $31.50 be paid
the Treasurer of the Township of
Grey, being the amount due that
township from the estate of, John
Lamont, an inmate of the House of
Refuge.—Carried.

on motion of Messrs. Tipling and
Young -the council adjourned to meet
at the next regular session, on Tues-
day, December 07th, at 3 p.m.
REPORTS OF COMMITTEES
Good Roads Commission
The Good Roads Commission re-
ported as follows:
We met the Good. Roada 'Commis-
sion of Bruce County at ,Wingham
and made an agreement bywhich this
County- - -agreed to -maintain the
boundary east of Lucknow and Bruce
agreed to maintain that portion ly-
ing west of the east boundary of said
village of Lucknow. The cost of
construction and maintenance in both
sections being borne by the two
counties equally.
We decided to build the north end
of Main street in the village of Ex-
eter from Mill street northerly to the
Lake Road-, to be built in same man-
ner as the rest of said street under
construction, 20 feet wale, providing
the said portion is accepted as a
structure, we recommend that a new
bridge be built this year.
Shipka bridge on road No. 4, we
recommend that railing be put on.
On road No. 4 near Grand Bend,
where a dangerous ditch running
along side of road, we recommend
that a new channel be made and the
old ditch filled up.
In general the above roads are well
graded and in good condition.
Township. of Hay.--Charette Bridge
—Here we advise that a cement re-
taining wall be built on the eaet side
of the road and pipe railing be placed
on top.. At the outlet of bridge latge
stones should be placed to stop the
wash.
At Ste Joseph the water has under-
mined the outlet,causing an arch at
one .end of the bridge to break in two.
It would be advisable to put large
stones to prevent further washout.
Bedour Bridge.—The same is too
small and out of repair. We recom-
Mend that it be built as soon as pos-
sible and the approach be widened
and raised.
The road from Zurich to Hensall
we find is in fairly good condition,
except that it needs gravel in parts.
Tuckersmith Township.—Road No.
1, London Road, we find is in „good
condition and very little work is re-
quired on it this year.
Road No. 3, from Brueefield to
Seaforth, needs gravel in ,places.
Road No. 2 from Seaforth to Dublin
requires considerable crushed stone or
gravel:
McKillop Township.—Road No. 14,
two and a half miles north of Dublin,
we advise same be constructed With
crushed stone if possible.
Road No. 12, north of Seaforth, is
greatly in need of crushed stone or
el
Provincial County Highway. We also Grey Township.—Road No. 19, from
let the contract for the same to W.1 C. P. R. track, we advise that two and
one-half miles of road be constructed.
We also recommend the continuation
and completion of the construction
from near Ethel towards Molesworth.
Road No. 18 needs repairing in
places. •
Road No. 12, north of 'Brussels, 2%
miles, should be constructed with
crushed stone.
The above changes will make the
roads in good condition.
Township of Morris.—Road No. 16
from Brussels west to the township
hall needs gavelling, and the bridge
at Sunshine needs painting.
Road No. 1 between Morris and
East Wawanosh, north of Belgrave,
should be widened. The approach at
each end of the Gulley bridge should
be widened. The hill sonth of Wing -
barn should be drained.
The road known as the Prairie Road
we advise that the same be widened
on the west side and that a 'guard
should be erected.
Hollingworth, of Hamilton, who has
the contract for the remainder of said
work.
During the early part of this year
the Grand Bend Bridge was settled
by the Ontario Railway Board con-
firming an agreement made between
the two counties at Sarnia- in
February. It was decided to build
a new steel bridge 'with cement abut-
Ments, on the site of the old bridge,
the cost of the same to be borne
equally by the two counties. The
contracts for these works have been
let and one is now under Way.
We purchased from the Interna-
tional Harvester Co. ,two 10-20 Titan
tractors for $2,209, one to be delivered
at Exeter and one at Goderich, also
six steel, wheel scrapers at $147 each,
and eight No. 2 Columbus Slip
Scrapers at $14,75 each.
We waited en the Deputy Minister
of Highways at Toronto with refer-
ence to getting the following designat-
ed as Provincial County Roads:

Turnberry Township. — Jenkin's
bridge on Road No, 1 needs repairs
on the approach, and the approach on
Hogg's bridge needs to be completed.
Lower Wingham bridge needs paint-
ing and Roaring.
At Zetland bridge the material is
ready to put on a new cover, and
painting is also needed.
Continuation of Road No. 21, be-
tween Huron and Bruce from White-
church, two miles west, _through
Dickie's Hill to be constructed, also
Torrence bridge to be refloored with
cement.
Road No. 22,, coming south from
north boundary, between East and
West Wawanosh, one mile of construc-
tion. The above named road is in
fairly good. condition.
Road No. 27 between Ashfield and
West Wawanosh we found in good
repair.
Road No. 27 B in Ashfield.—Sanders
bridge we recommend the same be
rebuilt this year, also Philip's bridge
needs filling at west end.
Colborne Township.—Road No. 25,
1% miles east of the, Lake Shore
Road to be drained anconstructed.
From Road No. 25, south one mile
towards Magaw to be constructed.
At the bridge near Beni/liner the
fence guard needs repair at east
end, also from Benmiller to the Huron
Road through Goderich Township, the
roads need grading.
Owing to the increase of inside
work of our engineer we recommend
that sonie assistance be previded for
damages for injuries received on San-
ford Hill, we recominend the matter
be laid over for further investigation.
With reference to the crushers of
Howick and Grey and a grader
bought by Goderich Township, we re-
commend that these municipalities be
given credit' for the sums paid and
that the same be owned by the county.'
Re request of the following urban
municipalities for, grants out of the
Good Roads funds viz.: Clinton, $800;
Seaforth, $850, and Goderieb, $1,200.
We recommend the same he granted
end that a by-law be passed tonfirm-

County Engineer
The County Engineer's report of .
the work carried out on thee County
Road System since January ,was as
follows:
Snow roads during the winter were
a big problem due _chiefly to the pe -
culler eonditiOns of the snow forma-
tions. Snow roads as in most other
matters require a great deal of study
and attention, and it is fotind that
every situation requires the treatment
most suited to it, and that under- r
indiscriminate and continuous plowing
of snow roads does not produce the
best results. Climatic conditions in
the county are now such that during
a large part of the winter dry snow
is continually drifting over the sur-
face of the snow with the wind, and
sleigh tracks and ploughed roads form
a. resting place for it, so that such
roads become continually filled with
snow. This condition, renders it
necessary to so construct the snow
roads that as little as possible of
thie drifting snow will lodge on them.
It is found that this may be most
successfully accomplished by rolling
and discing the snow from the time
of the first snow fall, so that a wide,
hard road becomes built up. This
process is much the cheapest in the
end and provides a better read.
The roads had suffered little from
the effects of the winter'but time
weeks of wet weather in April, be-
fore the roads had become firm,reaus-
ed them to be cut to pieces and
rendered a great deal of maintenance
work necessary to get them in condi-
tion again. However, I am pleased
to report that the county reads he
general are in good condition and as
one closely intimate with _all the
roads I am satisfied that the county
has affected a great improvement with
the expenditure on maintenance.
Too much credit cannot be given to
the foremen who have taken. such a
zealous interest in the roads. Many
of -these men are interested in the
work more from their' desire to see a
good job accomplished than for the'
money compensation which they re-
ceive, and their careful consideration
of all work done has been the means
of saving many dollars for the county
as well as producing the results which
we see- on the roads to -day.
The road drags bought by the county
during the winter have been delivered - -
and have rendered good service in
spite of the fact that all the 'men us-
ing them had been unfamiliar with.

weather has prey -piled during the
month of May.
The crusher ordered from Sawyer-- ,
Massey Co., has been delivered to
Exeter, and arrangements are *big
eoinpleted to put it in operation until
the Dominion. Road Crusher ordered
is ready for delivery. :Difficulty has -
been met in obtaining small Ma-
chinery. An order for wheel scrapers
and drag scrapers Weed 'with the
Dominion Road Company has not been.
filled, and there ard-ditall prospects
of receiving the machinery in time•
to do any work this year.
The proposed construction pro-.
gramme outlined in my report of last
December has been altered somewhat,.
chiefly by reducing the mileage. It
was not at that time expected that con-
struction costs would soar as they
have done, so that it was deemed ad-
visable to cut down on the amount of
heavy construction work until a more
firvorable time for securing labor and
for materials were reduced.
