The Legislature •
:The Ontario- Legislature opened with
the usual formalities on Tuesdaly. -This
• being the first ;session af a mew Leg-
Sslature it was neeessary to elect a
Speaker. Dr. Jaanieson, of Grey, as had
been previously arranged was elected
to- that position. The epeech from the
Throne was eyed by the 'new Lieuten-
ant Governor, Hon. Mr. Hendrie, The
speech did not contain any announce-
inent of ineiortance and the principal
legislation promised: is an amendment
to the Liquor License law and mea-
sure peoposing new and additional tax-
es, to "(make (good the deficit\taused
declining revenue and increasing ex-

ditions. But the war has to answer

summary of •the tariff changes and

to illerelLSe the duties on all articles
) with a leve excepticnes by seven and
a half Ter tet.,That Ss, those articles
which are now 'dutiable, will have the
'duties increased by tb.e amount named
and all articles which are not now
dutiable iwill hereafter have a duty pf
seven and a half per. cent. ' charged.
But in addition to this the British
Preference duties are to be increased
by five per cent. The texcepted ..articles,
that the articles on which the du-
ties are not to be increased are tea.

loyalty. While we are paying out mil-
lions of dollars 'And sending the flower
of our itera,nhooci to assist Great Britain
• in ter present struggle, we increase
the ‘taxes on every article of )rnanufac-
ture that he sends us, thus making
her *help to pay fpr the assistance we
are rendering her.
We notice tha-t some of the papers
that support the Government designate
these new and Special taxes :which are
to he levied, as "War Taxes" and. in
this way ,glye, the impression that the
enoney So raiS4 is to go tio pay for
our share in the war and that the
taxes have been rendered, necessary by
the war. This Is entirely wrong. Every
dollar -which is being expended on war
account is .being borrowed. in-. Great
Britain and win ;be added to the pub-
lic debt. No person evill object to. this
method, of raisieg the money. Whatever
benefit may accrue from the war will
be for .futere generations and it is
only right that future generations
'should bear the costs of the, benefits
they receive. And it this war result3
as we 'believe 11 will, in making wars
impossible fee ad time, or at ay rate
for many generations, and doing away
with militarism, those who , -come
after us will be relieved of such a
burdeet thaa the debt incurred by the
• war will not 'be appreciably felt. But it
is a. (misrepresentation to say that the
present taxee levied are for the pay-
ment of our war debt. We will haw
to pay the interest, but none of the
principal. In August last Parliament
gave the Gov -erne -neat power to borroev
fifty nllllon dollars for War purposes.
That money was obtaiaed in the British
market and has been spent. Now the
Prime Minister has given notice af- a
motion authorizing the eGovernteent to
borrow nne hundred Million:dollars for
war purposee tor the current year. That
authority will, no 'ftroubt, be given by
Parliament. The money to beprovided
by ithese special "taxes is required to
make up a *Bait (between the receilits
and expenditureof ,the iGovernment,
caused an theone Side by unduly lib-
eral expenditure and the .other by e
f ailing off In the revenue on account
of the financial depression limiting the -
importing of dutiable goods. Every dol.
las Of it will ae used in that way
except what may be required to pay
the, interest on the fifty million ,dollare
we have sires,* borrowed for wa.r Pur-
poses. This time .next year there will
In all probability ,be another droller
levy to pay the interest on the _One
hundred million dollars whieh we are
now about to borroW. In Other words,
instead of 'retrenching and economizing
in the expenditure,, the oyernment are
levying fresh 'taxes on the people and'
borrowing money to enable. them to. pay
their way. Whether_ Or not this: is a
wise policy it as for ,the (people to say.

should knave the truth, even in w4
times, sci they :may be in a position
to judge for theioselves. t.

navy. The British Navy has done wan-
ders since the opening of the `liar.1 It
has not only kept the high seas free

harbors of refuge and is graduelly re-
ducing the Gennin people to a state of
starvation. And according to the et te-
ments of 'Mr. Churchill theY are i a

German throat. This is, no doubt, the
reason why the Germans are so vici-
ously bitter against ,`,the British. t I
only recently that they commenced reri-
ously to feel the pressure.
The Canadians of the first contin-
gent have taw been landed safely in
France and are comfortably located
there. This !announcement has been of-
ficially made. But so far Oas is known
none but the Princess Patricias have
yet been in action. The Patricias' have
been' taking their turn in the fight-
ing line for iseveral weeks. Eighteen of
thee gallant eegirnent have been killed
In battle, and about ninety wounded.

Lakelst, Hosick Township, came as a
severe- shock to his many friends. He
died on Saturday night, February 6th,

ed in Barrie for twenty years; then he
moved to Howick Township, taking up
farm land, where he had resided for
over forty years, prid at his death own-
