Municipal Drainage.
Dear Expositor,—In looking over
the linancial statements Of some of
the municipalities, I was impressed
velth the, amount of cost in Connection
with the different awards of the en-
gineers under the ditches and water
=trees act. The sum thus needless-
ly spent in many cases b,y the farmers
of the county of Huron must amount
to an enormous sum in a year. The
question naturally arises, what is the
necessity for such an expenditure
where there is so little satisfaction
rendered to many Interested in such
cases V The answer suggested to some,
W not all, will be that there are too
many of those interested in the said,
cases who are not willing to giveon
the one hand what they would be will-
ing to, take on the other, or vice versa.
There are many cases where farmers
could, with the use ef a :spirit level.
take the levels and measurements re-
quired. In difficult cases if they
would,- apply to the Ontario .Agricul-
tural College at Guelph, department
of physics, the department wpuldeend
a competent man to take the levels
and measurements necessary at less,
in many eases, than one-fifth the
met of an engineer's award, with other
charges thereto. They could then zete
the matteramicably if all were any --
way reasonable.
Yours truly,
